Though there have been significant gains in literacy rates, large gender, social and regional disparities in literacy levels persist. The gains in literacy levels are due to success of the adult education programmes and improvements in primary schooling. However, there is a further need to enhance the literacy levels of the socially marginalized groups and those living in rural areas through interventions of adult education programmes and open schooling systems. This theme seeks to elicit views on how we achieve faster progress in reducing the existing disparities in literacy levels.

For better running of Govt. Schools both in their normal capacity for Children Education & as Center for Adult Education, all Local Community should be part of School Management Community looking after course curriculum, fees, teacher's salary & welfare, school infrastructure etc. By active participation of society in schooling, the standard of education will improve in Govt. Schools. The society & local Community will also share responsibility & accountability in providing quality education.

All existing government School should also be used as Center for Adult Education & Open Schools. In the morning School campus should be used for normal schooling for children, whereas in the Afternoon/Evening as required by local population they could be used by local society & local administration for providing Adult Education by involving local community as partner in this endeavor.Special Teachers, preferably from local community, could be enrolled for this exercise.

Audio-Visual(AV) Study Material should be part of Open Schooling where any student interested in getting knowledge about any subject could request the study material through phone/post.The emphasis should be more on Vocational Courses so that this new learning can help people in their careers.Course Catalog & Course content could be routed though India Post.Once the student is confident about the learning,he/she could give exam online or at nearby School/College. Certificates issued after Viva.

For Effective implementation of Adult Education,we must involve educated people from the local community/society as teachers/ trainers. The comfort level with these teachers will be higher & the teachers will also be able to emphathise better with the local illiterate person. For upgrading knowledge & skills, teachers from other regions could be involved. In some sessions, even illiterate people could share their knowledge based on personal experience & expertise to other people. 2Way Learning
