All State Governments (or most of them) have umpteen number of Government undertakings, corporations and welfare boards, and many of them are duplicates or redundant and are maintained only to accommodate the politicians or their associates. Government of India should conduct and independent analysis of such organizations in each State and come out with a stern direction to close them down, This would save millions to the State.

The accounting system of the Government should be converted from cash based single entry system to accrual based double entry system. This would help the Government to have a better financial management system.

Expenditure management should be planned at micro level and at macro level. It should be implemented at the Central Government and State Government. There are several departments and Government undertakings which could either be closed or entrusted to private sector. The principle of Minimum Government and Maximum Governance should be strictly adopted both by the Central and State Governments. The complete receipts & payments account of Govt should be published online for anyone to see.
