Expenditure Management should also include Corruption Management. In many case the money which should reach the Government Coffer reaches the pockets of Government Officials and Representatives of the People. Strict measures should be taken to stop this

Government Departments are created especially in States as result of favoritism. Unproductive Departments are created just to occupy ones kith and kin. Such Departments should be identified, unproductivity confirmed and shut down.

Expenditure Management should include monitoring of foreign tours of Ministers, MPs, MLAs, Government Officials. This is where unnecessary expenditure is incurred. Foreign Tours should not be reduced to site seeing. The reason for the tours should be confirmed and result of the tour identified.

Government schools should be aided through PPP and wards of the teachers must also study in those schools by this more sense of accountability will develop and a better swaraj may be achieved through this.

Municipalities can do the work of PWD, Water Authority, and Housing Board. We have lots of Government Departments like this doing the same work and each department ends up in loss. If these Departments are combined it can be monitored better and losses minimized and the overheads reduced to one only. For Housing alone we have Housing Board, Housing Development Corporation, Housing and Urban Development Corporation, Housing Finance Development Corporation etc.

(1) Aids/Subsidy/benefits for Education system should be linked with Skilled/result oriented students instead of just degree and money generation by institutions. (2) Government hospitals should be linked with PPP model as pilot project particularly for rural areas where doctors not opting for services. (3) We should put certain percentage of CSR for government schemes only. (4) Effectiveness of MANREGA/Food Security system to be monitored/managed properly.

All Group D posts lying vacant after VI pay Commission to do away with them should be abolished and their budget done away with so that it is not re-appropriated for unwanted activities.

Unauthorised /misuse of staff cars by unentitled persons is causing exchequer Rs 1,00,000 per month in the form of fuel, maintenance, salary, OTA, depreciation, liveries, dead mileage etc. It needs to be curbed. Some of the officers are having a large fleet of vehicles which is not only misused by their staff but also their families. One vehicle one officer should be the norm for entitled officers. Officers having charge in more than one office should have only one vehicle. Pl curb the menace.

Yatri Ticket Suvidha kendra ( YTSK). This would create good employment but the conditions bar the entrepreneur to apply for the Kendra and applicant must have worked earlier and this is not fair. Can we look into this. Thanks
