Registration of Births, Deaths and Still Births in India is mandatory with the enactment of Registration of Births and Deaths Act (RBD Act), 1969 and is done as per the place of occurrence of the event. But the system for application and generation of Birth and/or Death certificate which is called Civil Registration System is facing challenges in ensuring prompt services delivery to the public.

Hence the Government of India has decided to introduce transformational changes in the system through an IT enabled backbone leading to Registration of Births and Deaths in the country on a near real time basis. The implementation of such reforms are conceived at the local level within the respective State/UT Governments who are required as per law/rules to undertake the implementation. For this purpose we have decided to leverage discussion forum to take feedback from the general public and identify key problems, assess the gaps and take suggestions on improvement of the contemporary process of registration of Births & Deaths and issue of certificates.

Following are the issues for discussion in MyGov platform:
a) What is the utility of Birth Registration? What happens if a citizen does not have Birth Certificate?
b) What is the utility of Death Registration? What happens if a citizen does not have Death Certificate?
c) How can process of birth and death registration be made so simple and important that citizens will voluntarily register birth and death occurring in their families and will also assist and educate other families to do the same?
d) Are there any issues or challenges in the current birth and death registration process? If yes what is the root-cause of such challenges? How can these issues be resolved?

Death registration can made easy with the ADHAR based authication of the legalhairs. The other informations that will be uploaded are the death conformation certificate from the concern authority and the ADHAR or voter icard no of the late person. Then after the formality the e certificate can be downloaded and after payment of the charges the hard copy can be available. It will be easier for a small family.If the legalhairs of the family are more then 2members and 2 witness can do.

Registration of birth and death is necessary to avail identity which is required life long. We are lucky as we have already developed and implemented biometric identity - AADHAR in several fields. Registration of birth should be mandatory for parents and death registration should be mandatory for son/daughter to avail benefits of government schemes and accountability to be fixed of gram panchayat and municipality to register 100% births and death in there area of legitimacy.

getting birth certificate for those rural children who do not have must be made easy. some people migrate from one place to another place and settle at a new place. It is virtually impossible for them to get a birth certificate. Let the anganwadi workers and some NGO work together to get their children registered and get certificate.

How people will voluntarily do Birth Registration ? Once any Child borne the parent should have 30 days time to Register birth and get Certificate online This certificate ,mandatory for getting AAdhar Registration and we all know that every Govt schemes are linked with Aadhar. If parent not register for birth then he will have to pay @10 Rs per day as late payment . Similarly for Death Registration People who are 70+ age must go to any bank once in a year and do kyc for his account

A Proposal for Reducing the Time Period for Issue of Birth Certificate: The applicants (Parents) will collect the application form cum discharge certificate from the hospital or from the online portal. Fill the information form with the left thumb impressions of both father and mother. Also the hospital will provide the doctor name and regd no with seal of the hospital. Then the application will be scanned and uploaded with the id proof and other desired information as required.

The birth certificate is the most important identity document for an individual. which is most useful to proof the date as well a place of birth.The necessity for a birth certificate arises to avail benefits from various services offered by the government to its citizens. For admission into Educational Institutes. For recruitment in govt sectors. To exercise the Right to vote. To obtain driving licenses,Passport,PAN To marry at right age. and many more.

Biometrics of at least one type (fingerprint, iris, etc.) should be taken and used to identify children if they are lost. This will also help identify those who abandon their children.

Birth certificate(Less priority, it may be corrected near future) for the purpose of Age proof and initial identity of citizenship. Hence based on the parents proof and hospital verification and it should be registered in the register. Second thing About Death certificate: Death certificate ((comparatively high priority) is the data of lifetime ends. Basically all services (Mobile, Land, Govt services..,) Come to end. So all active records need to stop. Which has to go their next generations it

sir,present process of registration is within jurisdiction of birth,so also old record remained with sub register office or archive in case of certify copy.In Adhara card portal we need to certify old birth records,let new birth start with Adhara card number,death detail will automatically go from cremation or police with family certify.also need to add marriage registration in Adhara,let Adhara hold full bio data of Indian citizen,most important it need full indigenous portal with securityproof
