The desirability of holding simultaneous elections for the Lok Sabha and Vidhan Sabhas has been discussed at various levels. A considered view is that simultaneous elections will not only keep alive the enthusiasm of voters, but will also result in huge savings to the public exchequer as well as avoiding repetition of administrative effort. It is also expected to control the expenses of political parties. Simultaneous elections will also avoid repeated enforcement of the Model Code of Conduct which affects administrative actions by the government.
President of India, His Excellency Shri Pranab Mukherjee has also expressed his views on the desirability of holding simultaneous elections. Speaking at a recent function, The President said that “With some election or the other throughout the year, normal activities of the government come to a standstill because of code of conduct. This is an idea the political leadership should think of. If political parties collectively think, we can change it.... The Election Commission can also put in their idea and efforts on holding the polls together and that will be highly beneficial”
Hon'ble Prime Minister Shri Narendra Modi has spoken several times on considering the feasibility of holding simultaneous Lok Sabha and state assembly elections. In two recent TV discussions, the Prime Minister reiterated this idea and invited a national debate on the issue.
Debate on the Issue - A Brief History
In India, simultaneous elections to the Lok Sabha (House of The People) and Vidhan Sabhas (State Legislative Assemblies) were organized in the years 1951-52, 1957, 1962 and 1967. Thereafter, however, the schedule could not be maintained and the elections to the Lok Sabha and the Vidhan Sabhas have still not been realigned.
The next General Election to the Lok Sabha is scheduled for 2019. Elections for the Vidhan Sabhas of 5 States are scheduled for 2017, for 13 States in 2018, for 9 States in 2019, for 1 State 2020 and the remaining are scheduled for 2021.
The issue of simultaneous elections was debated by the Law Commission in its 107thReport in 1999 (Reform of Electoral Laws) , where in it was mentioned that – “The rule ought to be one election once in five years for Lok Sabha and all Legislative Assemblies” ( Para 7.2.1.1 of the Report). Recently, Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented its 79th Report on ‘Feasibility of holding Simultaneous Elections to the House of People (Lok Sabha) and State Legislative Assemblies’ on 17th December 2015.
Several structural changes will need to be done in case a decision is made to conduct simultaneous election, including possibility of Constitutional amendments to Articles 83, 172, 85 and 174 to streamline the process.

Since 1999 to 2016 I sent several letters with a view to 'Swachh Bharat Mission' to the then & present ministry concern, to your honour & Hon'ble President also to h/over 25 points prog. for the sake of Indian Railways, 50 points prog. to establish an unique pathsala countrywide as education ahead education. & now 32 points prog. on constitutional matters but got no response which I want to h/over you directly. Hope Your Greatness will not despair me.
i too agree the idea that lok sabha and vidhan sabha election to be held simultaneously. and if any of it get dissolve earlier, then president rule should be imposed till the next election schedule come. if situation like no party in majority comes, then temporary leader may be elected by majority vote of lok sabha or vidhan sabha. after election all elected member must focus on work rather than politics of cheap quality.

Sir, Idea is too good to make strong national integrity but where everyday new political party is born, the dirty game of changing party by elected political leaders is in practice there somehow the significance of election & patriotism is at stake which is also disgrace to the common people's opinion. Election of Lok Sabha and Vidhan Sabha of all state must be held simultaneously. It will be benefited to all of us and our country. It will save a lot of money and valuable time of our country.
Yes,term of both VS and LS should be fixed. if its not there then how can democracy will work!! I think as far as by elections are necessitated or ruling party or coalition loses majority are concerned then who so ever comes to form cabinet should hold assembly till next combined elections are held.
I think this will be great step towards growth and it should be repeatedly a matter of discussion at every forum as possible,including media or social media so an early outcome is possible

I think Lok Sabha and Vidhan Sabha elections must be held simultaneously. This will not only save the financial resources but also reduce the unnecessary burden on the Government/ non- government machinery of our country. it could be a successful move, if efforts are made to educate all sections of voters about the purpose for which voting is done.. Voters with diversified socio-economic and cultural restrains must be made aware of the positive aspects of simultaneous elections.
and as far as would be 20/21 assemblies are concerned it will be again a test of their policies. Holding elections at the same time will also expose the ideologies of those parties who just want to increase their political career and who think by doing work in last 1 or 2 years will make their win in subsequent election. Definitely at first parties will have a lot of issues but India will positively adapt this political environment for long term benefits in mean time.(3/n)
