The desirability of holding simultaneous elections for the Lok Sabha and Vidhan Sabhas has been discussed at various levels. A considered view is that simultaneous elections will not only keep alive the enthusiasm of voters, but will also result in huge savings to the public exchequer as well as avoiding repetition of administrative effort. It is also expected to control the expenses of political parties. Simultaneous elections will also avoid repeated enforcement of the Model Code of Conduct which affects administrative actions by the government. President of India, His Excellency Shri Pranab Mukherjee has also expressed his views on the desirability of holding simultaneous elections. Speaking at a recent function, The President said that “With some election or the other throughout the year, normal activities of the government come to a standstill because of code of conduct. This is an idea the political leadership should think of. If political parties collectively think, we can change it.... The Election Commission can also put in their idea and efforts on holding the polls together and that will be highly beneficial” Hon'ble Prime Minister Shri Narendra Modi has spoken several times on considering the feasibility of holding simultaneous Lok Sabha and state assembly elections. In two recent TV discussions, the Prime Minister reiterated this idea and invited a national debate on the issue. Debate on the Issue - A Brief History In India, simultaneous elections to the Lok Sabha (House of The People) and Vidhan Sabhas (State Legislative Assemblies) were organized in the years 1951-52, 1957, 1962 and 1967. Thereafter, however, the schedule could not be maintained and the elections to the Lok Sabha and the Vidhan Sabhas have still not been realigned. The next General Election to the Lok Sabha is scheduled for 2019. Elections for the Vidhan Sabhas of 5 States are scheduled for 2017, for 13 States in 2018, for 9 States in 2019, for 1 State 2020 and the remaining are scheduled for 2021. The issue of simultaneous elections was debated by the Law Commission in its 107thReport in 1999 (Reform of Electoral Laws) , where in it was mentioned that – “The rule ought to be one election once in five years for Lok Sabha and all Legislative Assemblies” ( Para 7.2.1.1 of the Report). Recently, Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice presented its 79th Report on ‘Feasibility of holding Simultaneous Elections to the House of People (Lok Sabha) and State Legislative Assemblies’ on 17th December 2015. Several structural changes will need to be done in case a decision is made to conduct simultaneous election, including possibility of Constitutional amendments to Articles 83, 172, 85 and 174 to streamline the process. Should the term of Lok Sabha and assemblies be fixed? 4. What would happen in case by-elections are necessitated in between terms? 5. What happens in case the ruling party or coalition loses majority in between term, either in Lok Sabha or in State assemblies? Election in India should held simultaneously and poster/banner or other physical advertisement should be banned to save money. some mandatory clauses should be there as below: 1. only one participant should be from one family 2. nothing should be free for MP/MLA 3. no quota should in any form of business 4. MP/MLA should be treated as Govt employee and no side business should be allowed 5. Above all, he/she should be qualified in that area and should not have criminal background

Elections were held simultaneously from 1952 to 1967 and hence not a new concept. Same can be synchronized in 2 to 3 cycles. However real issues in our system are lack of inner party democracy, influence of black money and corruption, criminalization, polarization, state level parties and coalition politics. Some thoughts are put down in attached doc, may be useful.

i think as the election process is going on,it is good because now there are lot of problems in india. which can affect over the elections.and our earlier process . of holding election is good.but after some time it should be change

No need of elections to the bad habits like drinkers looters prostitutes wrong doing people illiterates sinners,conspirators corrupts disloyal people.follow a peaceful new India whichever you like according to all my suggestions earlier.

2. If simultaneous elections (SE) happen, then 1yr cushion period may be taken. The terms of assemblies ending 1yr before SE can be extended and for 1yr after, it can be reduced. The election schedule should be kept in such a manner that max number of assemblies go to poll. And for remaining assemblies, election can be conducted after 2.5years with cushion clause. 3. In first SE the term can be varied, but then afterwards it should be fixed, to judge govt performance on the time scale

LS elections can be done separately and All Rajya Sabha Elections separately with 6mnths gaps Pros: less election time, expenditure control on black money more working days for govt as less days wasted in Model Code of Conduct. Cons: if a govt wins election it will stay 5 yrs in power no prob with that, but if in center and state same party comes to power, then, they wont have motivation to work for starting 4 years and will work in election year only. (cz public memory is short lived)

Yes, i strongly support the idea of simultaneous elections. It will save a lot of energy of our leaders, which can be utilized in nation building. It will save lot of money. It will save a lot of working hours of citizens, govt machinery etc.

It is good to have all elections that is both state and central election at a time because it not only reduce politics based on region.it reduces cost of the election which will be used to other government programs. not only bringing election one at time bring other election reforms to avoiding money based elections. now contesters are directly telling how much amount he had spend. based on this we can understand how elections are going hence bring all election reforms at once

it will help the country to come out from regional politics to national politics as people will see the combined effect of govt. policies for the benefit of people and local cast polarisation will weaken.resources will be saved and policy making and implementation will also become easier
