The Manuals on Policies and Procedures for Purchase of Goods, Works and Consultancy were issued by this Department in 2006. These Manuals were prepared in conformity with the General Financial Rules, 2005 and contained broad generic Guidelines. To suit their local/specialized needs, Ministries / Departments were to supplement these manuals by issuing Detailed Operating Instructions; Checklists and customized formats to serve as practical instructions.
　　　　
It has been now decided to revise these Manuals and the copy of the revised Draft Manual for Procurement of Consultancy and Other Services can be read here.

It has been also decided to initiate stakeholders’ consultation on the Draft Manual. In this context, Individuals, Industries Bodies and all other stakeholders are requested to review the provisions of the Draft Manual on Policies and Procedures for Procurement of Consultancy and Other Services and send their suggestions / comments on MyGov. Ministries/Departments are being separately requested to send their suggestions/comments in this regard.

When collusion between few selected consultant with bureaucrat,politician,contractor then result is a design in which cost of project is increased by manifold to full fill financial demand of corrupts.by adding more and more unwanted features to project.When such project is run ,in due time all money load features are left and associated money is soaked by corrupt. combine.

In our country more and more firms become eligible for consultancy by time. Therefore Govt. should ensure that all such eligible firms should be registered in continuous basis. For example In chhattisgarh govt. water resources ministry selected few consultant in one time and disallowed to others who become eligible for apply later.When consultant are very few in register then they make collusion together with bureaucrats,politician,contractors.Manual should written after breaking such nexus to

procurement of consultancy and other services is paving way for corruption at every levels. final approving authorities at present can easily favour those who offers huge bribes and other favouritism. procedures should be very transparent and should be of collective decision that also under vigilance scrutiny and needs strict audit. i have seen misuse of powers at top levels and showing full favours to those under them helping the bosses. every one should come under anti-corruption law.

Sir, the steps that you had taken to curb the black money in our nation, is highly appreciable... as said by many...we can expect the result in few months...common man in our nation, surely express their happiness ... a little bit of inconvenience or hardship, might have felt by some citizens just for 2 - 3 Days... but soon they all will realize the sacrifice what they did ...will benefit them , as well as to our future generation... a very great and bold step... all are with you !!

Namaskar sir , am very happy that you have taken this step to stop black money. Now rich people who had collected lot of black money have to bring their money in front of gov and we can use that money for india progress. But i have one doubt that there is issue of new note of 2000 is it ok? It can happen that people after some time again start collect money and they will keep one note of 2000 instead of 2 notes of 1000?

It is the best time for government to announce that the new currency notes with any thing writtenon will not be accepted by the Banks. Respect Currency, Respect Nation.

currency note they have to submit declaration form. Some Details for Declaration: 1) why the note mislead by writing inside note ? 2) if u have from some one then where u get it ? 3) have before made this type of declaration ? 4) and some declaration / promissory information for not doing again ?
