My dear PM, I am an ex-serviceman and have a few things to tell you. On these days Hunger strike is going on in Jantar Mantar by 2 groups of retired Defence Men.? One group is the so called unified front of Ex servicemen front led by a few retired officers and the 2nd group, a recently formed one, consisting purely of retired other ranks (Sepoy, Naik, Havildar, JCOs).? 1. Most of the Ex-servicemen associations have been formed by including the unassuming men soon after they retire from the Defence forces with a view to strengthen the former with respect to numbers so that they shall have a stronger voice at the political level. But the blatant truth is that the voices of the low ranking men are subdued and suppressed by the hidden agenda of the Officers who aim for more benefits for themselves than the welfare of the members in general. It is needless to say that the low ranking men have been groomed only to obey the commands of the officers and this is reflected at Jantar Mantar too. They are ignorant of the fact that they are being exploited by the latter that have vested interests in organising such Dharnas. It is a widely known fact none of these organizations function democratically as only senior retired officers head these organizations. The situation is further worsened by the stringent enforcement of colonial Army, Navy, Air force Acts and its misuse while in service by the officers of low integrity values. Though these organisations should ideally have taken care of the ORs? interests and welfare (while in service and outside also), they are in fact using them for their personal and official advantage.? 2. To make it still worse, the number of pay commissions over the years from 1970s, their status has been relegated in levels and their pay reduced, because men are not represented in pay commissions and they cannot approach it due to the stringency of Defence acts. You are well aware that the pensions have been reduced to 50% of the pay based on no of years of service put in by them with an additional weightage of 5 years. This effectively has reduced their pensions from 70% of BP to 50%*(15+5)/33 =30.3% of BP for a person retiring after 15 years of service from 3rd pay commission onwards. This has landed the lower ranking men with a very meagre pay & pensions and has led to most Family pensioners drawing a pitiable amount of 3500/- PM. 3. If maintaining a young profile of the Defence Forces is the need of the nation, it is its responsibility to ensure that the low ranking men, who retire young in order to help maintain the youthfulness of the defence forces, earn enough for a decent sustenance. When India is racing forward to be a super power in the world, is it not her duty that the men who guard her borders day and night are well taken care of after they retire? Lack of representation 4. The 2nd group is recently formed and consists purely of retired other ranks (Sepoy, Naik, Havildar, JCOs) and is on a hunger strike from another platform at Jantar Mantar. They are fighting for the cause of 98% ExSM (lower ranking Jawans) among other things, against the high levels of disparities between men and officers while in service as well as after retirement and also against the neglect shown towards their pay and pensions. They have not participated in negotiations with the Govt. In spite of Memorandums given to PM, RM and President they have not been called to elicit the views of the actual majority. A true picture of What this 98% of Ex-servicemen (Jawans) is as follows: Personnel are recruited in to Armed forces in to various categories with specified minimum qualifications as per their work/trades. Most of them come from rural background. Reservations having taken a toll on the merit, Defence forces are considered a solace for those from humble backgrounds. A true survey will prove the above point. People from urban background are rarely found among other (lower) ranks.? Mostly 10+2 and Diploma are levels recruited. In addition to personnel in the wings of Artillery, infantry etc, people are recruited with specific aptitude, based on aptitude tests, to be further trained as Highly skilled technicians in aircraft overhaul/maintenance and carryout the airworthiness certification Jobs which have much more extensive scope than AME licentiates in Air India and other civil airlines. After their advanced training they are qualified to be Diplomates in Mech/Elect/Electronics etc. But it is a pity that a Sergeant with such background, after 15 years of service, has been relegated to senior Class IV employees with GP of 2800, where as the initial appointment GP of a Diplomate in Central services/organizations is Rs 4200/- etc.? Similar is the case for Technical trades in Navy/Army. This is the protection from the officers given to their muted subordinates through pay commissions. Even while in service, there is limited advancement scope. In 15 years of service they are given just 2 promotions at the most. Finally in the recently accepted normalization of pre 2006 pensioners from Air force, the classification of LAC and first promotion Corporal and 2nd Promotion Sergeant are clubbed to a single rank (up to 20 years service for pension) depriving them of the benefit of their rank and years of service. When it is a matter of seniority conscious officers, they cannot imagine and wait for 5 years (in the OROP proposal) to equalise their pensions.? Now on OROP: The original intension of OROP was to give a reasonable pension for the early retiring (34-40years) ORs and their lowly paid Family pensioners. The rationale behind this is: 1. Mostly rural background people spend prime of their youth in the service of the nation. They, unlike officers, are not provided with family accommodations/ HRA which is limited to 25%, 50% of their establishments based on ranks and their family life suffers during service. They are retired early to maintain a young age profile of the Armed forces. But they have to meet the obligations of Children Education (for their children are young at their retirement time), Spouse and Elderly parents/siblings to look after, Most of them are unemployed or if employed, then for meagre salaries in security agencies in urban areas with a high living cost, doing unviable agricultural jobs, Having retired early with low paid rank (with limited salary increments) with low pension (30.3% at the time of retirement but with limited review during subsequent pay commissions) with much longer life expectancy to cater to. Being on active field service (Virtually in the firing lines-with many of them doing Round the clock duties), their life risk was much more than that of Officers, whose life risk is comparatively limited and live in a cosy environment.? 2. Officers retire at 54 to 60 years with promotions and increments. They have Family accommodations right from joining Forces except for a very limited forward posts. They have comparatively lower life expectancy as compared to ORs retiring at 35. By the time they retire their family obligations would have been fulfilled. At 70/80 years, rather than OROP they need medical care which is provided by service. If OROP is given to Defence Officers, there is no rational to deny the same to Paramilitary forces as they risk life more than this lot. Also state and other central police forces are also subjected to day-today like threats from Thieve/dacoits/terrorist/Antisocial to demand OROP. If they can be given how railways and other central services can be denied. This will end in a vicious cycle which would be difficult to implement.? A small word on Inflation: From 5th CPC onwards Dearness neutralisations has been raised to 100% from 50 % for senior Gp A and 75% for Junior Gp A services and maintained 100% for all others. This along with the 6th CPC has raised the salaries of Govt. employees, probably putting pressure on inflation. I fail to understand how food items can cost more for senior grade Govt employees whose Basic pay is higher. What is the logic to fully link DA (Which is based on CPI) to Basic pay. Who is compensating for the increase in the cost of living for Farmers and unorganized sectors who are the ones producing food and other items for the country and us. Please consider this.? In the light of the above, My dear PM, I would request that OROP should be implemented only for early retiree ORs and ensure rationalization of their pay in 7th pay commission. Regards

#skillindia #universityofindianarmedforces My open letter to ms smriti Irani, min of HRD Dear madam, First of all THANK YOU #NARENDRAMODIJI FOR #OROP I am writing you to highlight the atrocities to the serving sailors, soldiers, airmen. They all are recruited and trained in their allotted trades by the defence. But the biggest irony is that none of the courses and training offered are recognised by the UGC nor these are affiliated to any university. So the highly trained and skilled jawan when retires at an early age of32-35 years, his qualification is nil. He gets nothing. My request to you is that A UNIVERSITY OF DEFENCE BE ESTABLISHED just as #RAKSHASHAKTYUNIVERSITY established by our PM in Gandhinagar. This historic move will place our government back into the hearts of the jawans. A bad image of our PM has been created by some rogue elements on OROP issue. The jawans retiring after 15 years of more are being given some funny 'equavalant to graduation' certificate which has no educational value. Jawans are being cheated by the officers so that they will not face competition from them in higher posts after retirement. To cover all this up, jawans pre release courses offered but they too are of no educational value. Retiring Officers are offered courses in IIMs an IITs. The jawans re allotted hair cutting technology course.

Population growth has direct proportional relationship with required services from government. Without taking measures to control the population whatever facilities government provides they always fall short from requirements. This is a never ending race. To win this race Gov has to take action to control population growth rate. Once available resources meets population requirements - People will become prosperous, People can think better and all other problems get resolved automatically.

Dear Prime Minister Shri. Narendra Modiji, This letter will only take a few minutes of your precious time but it may help our country to be the best in the world. I have a few suggestions that you may consider for making India the " Golden Lion " of the 21st Century. 1) Swachh Bharat Abhiyan. Well sir we can start a website dedicated towards this encouraging fellow citizens to join in and will have that individual/or a group of individuals , gram panchayats, organisations etc and their efforts on the website. We can encourage fellow citizens to register and they can be trained coached thru various mediums. Also all the celebrities nominated by you and their chain of nominations should also be there... One most important thing is to have SBA's Swachh Bharat Activist across the length and breadth of India. (There is more and can be elaborated ) 2) Malnutrition and Female Foeticide We can use and expand the existing system of angan wadis, various NGO's etc and implement a mechanism wherein registration of pregnancy to be made a must. A dietary plan to be made as per geographical, income, eating habits and seasons and circulate it thru these mediums and a strict monitoring system of foetal development till the kid turns atleast 1 year be made so that we ensure that we have a physically and mentally strong future generation. The problem is alarming because of the ever increasing demand of working hands in both urban and rural areas. When doctors clearly say that a mother's breast milk is the best for the baby and should be given atleast for 6 months however women take to working in farms etc in rural areas and the problem is the same with urban areas. Maternity Leave Must be for 6 months and pregnant women from socially background class must be given a monthly stipend to cater to their babies and their nutritional needs.. A monthly stipend can be given to school going girls. can elaborate more on this topic... 3) Fuel and Gold Petrol and Diesel should be sold at different prices. Clear Segmentation to be done by the Union Transport Ministry eg. Heavy duty Vehicles, Luxury Cars, Semi-Luxury Cars, Budgeted Vehicles, imported cars and bikes. Two wheelers etc. I firmly believe that it is not justified that a middle class person is filling fuel at the same price as a luxury fuel guzzling environment polluting car. This may sound daunting but it is pretty much possible. This can help a bit to control inflation as Vehicles transporting Essential Goods can be given fuel at subsidized rates. Government should start issuing Bharat Gold Bonds wherein post offices could be used for its distribution thus reducing the risk for general consumers getting low quality gold and can also reduce the fiscal defecit since most of our gold is imported and sometimes samuggled. Such schemes by government will encourage aspiring citizens to invest. Many investment schemes could be floated around agri and infra sectors. This will also be a good counter measure to stop people falling in the hands of ponzi investments companies. We need to get the so called internal black money invested for building our beloved country. 4) Human Assett Management ( HAM ) I would be indebted if in the 21st Century we stop thinking that humans are resources ( HRD- Human Resources Department). Let us conceptualize the idea of making every Indian an ASSETT to the nation. We must open up avenues for scientific thinking and skill development. There are many ways in which we can do this keeping quality in mind. We need to encourage inventions and research. We can have a National Science Fest wherein people can show their talent. You won't be surprised that young minds seeing all this happening around them would encourage them to take to science thus creating a workforce of top class Scientists, Doctors and Engineers. Can elaborate more. 5) Drugs and/or other Psychotropic Substance Abuse. Let me be really honest that I am myself caught in the bad habit and I admit that its difficult to quit. Its not that I don't want to quit but rehabilitation facilities are almost non existence and the few that are, are beyond budget. I am a breadwinner and taking up such rehabilitation will cost me my work. But then I asked myself will I let the future generation fall prey to this vicious cycle that ends with death? The answer is a big No. Substance Abuse Menace can easily be controlled once we have a concrete plan for LIU (Local Intelligence Unit). I Have a plan that again involves common citizens and have vowed to fight this menace. 6) National Service Certificate The title says it all. We need to start appreciating and encouraging fellow citizens who volunteer in various social causes be it Clean Ganga Mission, Swachh Bharat Abhiyan or Disaster Management. Trust me you will be surprised at the participation. We can formulate an eligibility and delivery mechanism of such certificates. We can even have a Social Interactive Site dedicated towards the same. Can elaborate more. 7) Make In India. Perhaps one of the most commendable step towards making India the international manufacturing hub. We don't have any telling medium to give the current manufacturers a platform to commercialize their products. We need to throw up a National Engineering Challenge asking inventors to solve engineering handicaps. We can get the list of machinery's both heavy and Light that we now import and that needs to be built. Reverse Engineering can play a vital role in giving local manufacturers machinery's that is now imported and have a market and demand both internally and globally. We need to have dedicated Reverse Engineering Institutes which will help our cause immensely. These are just some of the schemes that can be brainstormed upon. I also have my suggestions on Internal Security, GPPP ( Govt. Public Private Partnership ), Farmer Suicides, Rapes, Creating Mediums for National Pride, Re- Launch of Advanced Locality Management and the most important how people can play a pivotal role in helping the government to make India the Golden Lion of the 21st century, a giant step from being once known as a Golden Bird. Iam a dhobi (OBC) by caste and profession. A Six Sigma YBT for quality and accuracy when i worked for the BPO Industry. Iam a smartworker with excellent problem solving abilities. Looking forward to work for the country hope you can give me a platform. I am the ideal catalyst that you would require for pushing through all social reforms initiated by you.I am earning enough and content with life and my only goal is to Make my country The GOLDEN LION of the 21st Century. Urgently looking forward to hear from you. Jai Hind. Samanya Manvi Ravi Pardeshi Mobile- +91 8097458902 E-mail: roots.ravi@gmail.com

Wow, I am feeling very fortunate to share my though with you sir. i have listened your last Man ki baat episode where you spoke a little bit about Gujarat's unfortunate time and I also believe that you would have a solution of it. But still I think giving reservation or say no to reservation to Patel's is not a good idea right now as you knoe. because it will give a opportunity to Congress and Aap to get in in Gujarat that's worst than reservation for Gujarat. But if you give Patel's promise to help the people whose income is lower than certain figure and do something about diamonds business to regain the confidence which will make jobless protesters to be busy with work and keep away them from stupidity. At last, I must say that i do feel against reservation, not because I am in open category. But I do because condition of person would change with time like millioner to billioner, or billioner to beggar, but Cast would remain same in all Condition where Government benefit is really necessary or not. Jay Hind.
