decrease and gradually eliminate role of government employees in this business of supply of subsidised LPG and Kerosene. This is the only way to stop diversion.

Frame Zero tolerance policy against black marketing of LPG cylinders.Bring LPG under essential commodities Act. Issue advts on TV/Radio.Publish names of misusers.Publish mobile number for receiving misusecomplaints Switch all beneficiaries on DBT.Make PNG compulsory in all big cities. Install PNG line free. Involve PPPs for installation and supply of PNG. Fix quota of LPG consumers based on number of family members. Change type and qty of Subsidised LPG cylinders for easy detection of misuse.

Step 1:All the cylinders should be marked with unique ID
(Eg: Customer will have 2 cylinders
1st cylinder with unique ID: 12
2nd cylinder with unique ID: 34)
Step 2: Cylinders will be delivered to customer only with the exchange of 1st cylinder always.Eg: Now new cylinder with unique ID 56 will be delivered to customer only on exchange with ID 12. Now ID 34 becomes 1st cylinder & 56 becomes 2nd cylinder. Follow this step through out

Booking of LPG cylinders to be done at one place by means of SMS,CALL,email.so that the govt can track record of consumption per user and delivery from manufacturer/seller.for all BPCIL,IOCL,HPCIL.It will help to control on per user consumption.

more than 80% of people who are using LPG they can purchase LPG Gas With out subsidy,and maximum a family(4 members) required 7 to 8 cylinders per year. So no need to provide 12 cylinders for subsidy,And maintain centralized data base for aadhar,bankaccount and pan card so that we can easily identify the people who are eligible who are not.
I feel Subsidy's and fee reimbursement's so on all these are wast of money to government.

Complete framework is essential
Rashan card must contain the complaint no. and message of reporting malpractices by dealer
Defined visits of vigilance officer at each distribution point
Strong actions including cancellation of license in case of report of malpractice by dealer on immediate base
Proper stock tracking of each distribution point
No gap in required strock and to be provided stock at each point
Feedback from persons on random basis
much more.

Link adhaar card database with all govt systems, identify persons profession through bank and other database. Create a database of people who deserve subsidy based on profession, bank balance, land records, pan card details etc and ensure subsidy is only for the needey and subsidy should be distributed only through bank accounts. Identifying deserving people is not a imposible task, but govt has to come forward

LPG subsidy, Kerosene subsidy, Health free, education free. mid day meal free this all subsidy increasing population. and there is no benefits to govt. or people. Poor people Ashram should open for poor people. read my blog www.truebudget.blogspot.in
