To reduce the burden of subsidy in kerosene government should make/use a database of voter card holder in which ration card holder's voter id must be link with the family members name, photo and their Voter ID serial no.It helps government in finding the duplication of ration card in small unit of family. If we cut the duplication of ration card in whole india then we sure huge amount of subsidy will reduce.

LPG subsidy :
1.Government must ensure TIMELY transfer of subsidy in users bank account.
2. Being this a new initiative (as subsidy is being given by GOI since long time back) this scheme should be made OPTIONAL for initial 6 MONTHS (i.e. from 1.4.15. till 30.9.15)
3. Before withdrawing subsidy from citizens (with annual income more than 20/10Lac p.a.(as proposed)) they must be informed properly about the other benefits (tax or others) government provide them or propose to provide them.

To reduce the burden of LPG subsidy, government should fixed the no of gas cylinder/year on the basis of family size. I know the size of family changes time to time but we can update this data with synchronisation of death or birth certificate serial no.

Sir, while we are talking about reducing subsidy on LPG, which is extreme necessary, we need to address basic issues. My observation is that even after getting pipeline gas at house, almost all people do not return existing LPG connection. This results in to misuse of LPG cylinders which are eligible for subsidy. Agent makes money resulting in to additional burden. No one returns LPG connection voluntarily. We must push them to do so with penalty. You may look in to this.

Government should launch kerosene ATM like water ATM to reduce subsidy of kerosene. As we know indian government provide subsidise kerosene on the basis of no of bpl apl ration card in different locations. But no of people don't take this kerosene. This arise corruption in distribution and black marketing of remaining subsidise kerosene.If we replace the distribution of subsidise kerosene with kerosene ATM machine. Then we can save the subsidy and able to stop one source of black money.

I suggest autonomy of functioning of oil PSUs with broader targets and non-functional control of GOI can improve both physical & financial performance of these companies. Introduction of lottery system in allotment of dealership/ distributorship for KSK/ RGGLPG has minimized subjectivity. One area which still need focus is adulteration of kerosene in fuel. Subsidy should be regulated in line with LPG to curb adulteration.

GOI must start a public and Administration joint mission against the hotels/ Restaurants , who are using non -commercial LPG cylinders . GOI must promise not to disclose the identity of the person who informed about this nature of uses.

Black marketing of LPG is still active despite of phone and online booking. GOI should promote use of induction instead of LPG which can reduce cycle of paying subsidy to the people
