A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

1. make petrol price transparent by declaring the import/production cost, lets say it is Rs. 30, levy Rs. 20 for road developments, Rs. 10 for hospital development, Rs. 10 for insurance of passengers. No other tax, and this amount should be spent for the purpose only. 2. Polluter pays - levy Rs. 5 per litre on petrol, Rs. 10 per litre on diesel, Rs. 2 per kg on CNG for pollution, from this kitty provide Rs. 1 lakh subsidy per electric vehicle, 50% subsidy on solar plants, 50% subsidy on LED

sell kerosin at the rate of petrol, provide subsidy into the bank accounts of selected class and poor peoples, equalise diesel prices also with petrol in same way and transfer difference into bank acconts of users. It will control adulteration of kerosin and diesel in petrol and black marketing and will economise consumption of petrol and diesel. It will give transparency in expenditure and will nab black money.Supply LPG through pipeline only to check diversion.

In continuation to earlier post: and also a relief to OIL marketting companies. To save the misuse of slab based tax system, GOvt must restrict to the portion of OIL each company is selling thru Petrol Pumps. This way Govt Must reform and bring Ache DIn

I must share with people that Govt must focus on creating TAX stability in petroleum sector. In my view govt must make a slab rate based on Crude OIL price like: If the crude oil is below $60/ Barrel then the rate are where they are today iprice between $60-$75/barrel rate is 4.5% exise duty also reduction in Excise duty on petrol and diesel also. Similarly the slab goes till price of crude is above $110/barrel. This way govt can given cushion to all the people from inflation.

The urban poor didn't use kerosene as fuel in his house hold, rather they use small LPG cylinder of 5KG, which they buy from LPG black marketters. If we can introduce a small cylinders for urban and rural poor which they can buy for under Rs. 150/- that will greatly benefit them. The main use of kerosene is that it was mixed with petrol. OIL companies should mix a color in it so that if kerosene is mixed with petrol the color of the mixed fuel is changed from unmixed petrol.

The best way is to give the subsidy in the bank accounts being opened with zero accounts to All BPL holders after confirming their citizenship status. This way only full cost LPG and Kerosene will be available in the market and actual stocks cannot be diverted. the rightful people should be ensured to identify for the subsidy provided they keep submitting the kerosene receipts consumed from the designated shops or Government factory outlets.

The process of actually & firmly preventing diversion of LPG was started with the Tender No. EOI/01/2009-10 issued by BPCLon behalf of 3 OMCs. Thousand of manhours already spent on testing and finalising the pilot project to be implemented in Loni (U.P.). The entire process completed and LOIplaced with successful tenderers. It has been kept in abeyance under political pressure so far. The current Govt can find out why it continues to be kept so. Kindly implement it urgently..
