A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. ...

A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

First and foremost anybody who is in the 30% tax bucket! should not be provided subsidy. Second, location based sensors could be snapped on to cylinders which allow monitoring where they go. For eg. As cylinders leave the agency, its sensor identification is coded into the domestic user's address and any deviation can be spotted by a central system. Random audits need to be done at the ground level into smaller restaurants, roadside shops and penalty needs to be imposed on the erring agencies/ o

Diversion of LPG cylinders: - Anaylse usage pattern of users. - Publish usage of cyclinders on website: per user, per agency - publish # of cylinders supplied by LPG company to each agency, # of bookings and distributions - Fraud detection and prevension units by each LPG company

Divergence of LPG - like corruption cases reporting, encourage reporting of diversion of LPG cylinders (by hotels etc) - those who report, their names can be kept confidential and can be rewarded confidentially - reporting mechanism - SMS/Web based app to provide name, of person, address and optionally LPG customer number. - encourage delivery workers (those who deliver using bicycle, tricycle, tempo)

Reduce usage of Kerosene by - encouraging use of LPG - promote Small LPG (5 kg, 10 kg) cylinders for poor and BPL families - Separate outlets in villages for small cylinder distribution.

LPG-Subsidy should be targeted. Only those households should be provided subsidy which use smoke-emitting fuels like wood and kerosene in cooking to facilitate a behavioral change. The subsidy should then be withdrawn in phases thereafter. Kerosene-Very few people use it in lanterns. In most of the villages people use it in Generators to get electricity for lighting. Therefore, subsidy should be withdrawn. Part of the money saved can be utilized in providing greater subsidy on LPG to eligible.
