If De fence personnel produce bills (invoice) for their children's school bags, dress, shoes (all this money are reimbursed by the Government) You go anywhere in an Indian bazaar, and you will find hundreds of Defence personnel requesting shopkeepers to give bills (for goods they never purchase). This is leading to corruption.
