Allow private sector to set up desalination plants with 100% tax exemption, single window clearance, free land, duty free imports of machinery. This is the future of drinking water in the country. Mandate ISRO to come up with a cheap solution for desalinated water.

Please change the existing credit guaranty scheme for loans to SME to include a 10% down payment option instead of the current 25% with an appropriate increase in the loan guaranty fee to justfy the increased risk to the government. This will increase the investment capacity of SME by 250% overnight. This has potential to double the growth rate of SME in india. Please see my attached letter to the Honorable Finance Minister.

PMFBY to be Remodify as it is not useful to farmers due to weather based insurance. For every Panchayat croploans to be assessed through WARD basis.A committee of Panchayat member, service area Bank official and agricultural department official will assess the croploss, and raise claim accordingly with insurance companies. There is no need of separate insurance scheme state and central .If possible the premium to be borne by centre and state on a fifty fifty basis

Personal finance 1. Increase deduction from 2.5 lakhs to 3.6 lakhs. 2. create a separate section for tuition fee and move it out of 80c , 50,000. 3. Increase 80c from 1.5lakhs to 2.5 lakhs 4. Houses in urban area are very expensive, with a cap of 2 lakhs for let out. Housing sector got a big blow as the rental yield is very less after maintenances.

Raise GST to 40% for luxury items, e.g., large & imported cars, review those in the 18% bracket to check if any of these could be moved to 12%. Also, kindly maintain a 5 tier slab: 40% (or more) for super luxuries which can be monitored easily for tax evasion, 28% (or 30%) for other luxuries, 18% for goods consumed generally by the upper middle class, 12% for goods consumed generally by the middle classes, 5% for goods consumed by the masses and exempt for essentials such as cheap rice & salt.
