Taking feed back from officials of lower rank is fine but visiting in person has different impact. Let me quote one example, i am working as Clinical Scientist in Government Medical College Srinagar, in last 7 years i have seen copy of orders from Administrative Department that Hospital Premises should be Junk Free, but nothing has been done on ground, every off sight corner of the Hospital and College is full of Junk material. There should be strict orders from GoI to Administrator to visit Hospital Premises in Person.
