महोदय, देश को विकसित बनाने के लिए, समस्त केन्द्र/राज्य सरकार के कार्मिकों/अधिकारियों के पदनाम यथा महानिदेशक, महासर्वेक्षक, सचिव, अधीक्षक, जिलाधिकारी, आदि में पदनाम के आगे या ‘‘अधिकारी’’ के स्थान पर ‘‘सेवक’’ होना ज्यादा जरूरी है, क्योंकि अधिकारी शब्द से सर्वोच्चता प्रदर्शित होती है जबकि ‘‘सेवक’’ शब्द सहजता प्रदर्शित करता है और वर्तमान में अधिकारियों का सहज एवं जनता के प्रति सेवक होना ज्यादा जरूरी है न कि सर्वोच्च होना। भारतीय संविधान के अनुच्छेद 309 की शक्तियों का प्रयोग करते हुए केन्द्र/राज्य सरकार के सभी कार्मिकों/अधिकारियों के लिए तैयार की गयी नियमावलियों में ‘‘सरकारी सेवा या सरकारी सेवक’’ नियमावली शब्द है तथा पदनाम भी नियमों की मूल भावना के अनुरूप होना चाहिए न कि विपरीत। कार्मिक/प्रशिक्षण विभाग उक्तानुसार समस्त राज्यों हेतु अधिसूचना जारी कर सकता अतः जिस तरह माणा गांव का नाम ‘‘देश का अंतिम गांव’’ के बजाय ‘‘देश का प्रथम गांव’’ किया गया है और उससे जो सकारात्मकता प्रदर्शित हुई है ठीक इसी तरह सभी पदनाम के आगे या अधिकारी के स्थान पर ‘‘सेवक’’ शब्द करने की कृपा करें। सादर।

It was a Sunday and the date was August 22, 1943. On that day, the newspaper ‘The Statesman’ under its Chief Editor Mr. Ian Stephens came out with close-up photographs of men, women and children of Bengal in terminal stage of starvation. He ignored the warning from censors and printed more such photographs in The Statesman in the next week. Till then, the Great Bengal Famine of 1943, wherein 5 million starved to death, was kept secret from to most of India and the rest of the world. No censorship on the tragedy can exist now. But ignorance has returned through forgetfulness. The people of a nation should not only commemorate their proud moments but also remember their tragedies to feel more bonded with the nation. A memorial should be constructed to remember the Great Bengal Famine, 1943. That memorial is sure to evoke profound thoughts in every visitor.

Respected Sir, Because of the MSP farmers in Punjab and Haryana are mainly sowing wheat and rice. This is led to depletion of water. My suggestion is to have a committee, which decides on yearly basis on which crop, in which region to give MSP. This way farmer, region and government will benefit.
