Formal Proposal for Seat Allocation Reform Subject: Proposal for a Weighted "Seven Sutra" Framework for Parliamentary Delimitation The Seven Sutra Framework We propose that the Delimitation Commission adopt a weighted average system. Demographic Foundation (20%): Population metrics to ensure basic democratic representation. Economic Contribution (15%): GST and direct tax contributions to reward economic engines. Developmental Excellence (15%): Industrial and educational growth rates. Social Equity (15%): A "Backwardness Index" to ensure lagging regions receive support. Agrarian Security (15%): Agricultural productivity to protect the "food bowl" regions. Administrative Stability (10%): A metric for political and social stability. Economic Reality (10%): A Cost of Living Index to reflect the actual needs of urbanised states.

Part 2 3.

Part 1

The Constitution (128th Amendment) Bill, which became the 128th Amendment Act (Women's Reservation Bill), faced opposition from non-NDA parties primarily due to fears that the upcoming delimitation (seat redistribution) based on population would unfairly reduce the political representation and influence of Southern states. While the government intends to increase total seats to implement women’s reservations without displacing current male representatives, critics argue this ignores national unity by penalising states that successfully controlled population growth. To maintain equitable representation, the Central Government should move beyond simple population metrics and adopt a "Seven Sutra" framework for seat allocation: balancing state population averages with factors like backwardness, cost of living, industrial/educational growth, tax contributions, agricultural productivity and political stability. By using a weighted average system that prioritises educationally and economical

Subject: Request for Inclusive Policies to Support the Middle Class Respected Sir/Madam, I would like to bring to your kind attention an important issue affecting the social and economic balance in our society, particularly concerning middle-class families. In recent times, we are witnessing a significant shift where large ancestral families with agricultural lands are selling their properties. While land values are increasing, it is not necessarily translating into sustainable livelihoods. At the same time, middle-class families who depend entirely on monthly salaries are facing increasing financial pressure. Job security, especially in the private sector, has become uncertain. Many long-standing jobs have disappeared, leaving families vulnerable. In most middle-class households, the entire family depends on a single earning member. When that income is disrupted, the family’s survival becomes extremely difficult. Furthermore, a major concern is that many government we
