When govt sanctioned the distribution, the distribution is all governed by the DM's of respective states but the actual distributors are of manufacturing plant when this happens for the stablazing of national crisis, according to constitution the manufacturer becomes the saturatory body. So the maximum stakes are of private firm.. that's why black marketing happens with no government record..

Respected Sir, As we are importing vaccines from USA so request you to personally make a plan and handed it over to respective CM’s so again they do not get a chance of black marketing. You are well aware at the time of second wave when you gave them the responsibility what happened to the citizens we do not want the same thing to be repeated nor want that our country’s name should get spoiled. How you had personally handled the situation last year and other nations followed it.
