As rightly said in the report that India has a huge export-import trade, is a country of charterers and not shipowners thereby resulting in a substantial spend of around $75 billion annually for chartering foreign flag vessels for India's international trade. Hence this initiative (which should have been taken 20 years ago) if highly welcome as not only it will save billions of dollars in foreign exchange but will also generate thousands of jobs. But above all, most importantly if India becomes one of the Shipping/Commodity trading hub it (Government) will have access to information (also control) which at the moment it is dependent upon foreign brokers. There have been cases of valuation certificates (Ship prices) being manipulated and this expose banks and over a period of time this assets turn into NPA's. Data is key.
