In 2025, the Central Adoption Resource Authority (CARA) is placing special focus on promoting family-based care for children with special needs (Divyaang children). In collaboration with MyGov, CARA invites all Indian citizens to participate in an important national discussion on the theme:
“Non-institutionalized Rehabilitation of Children with Special Needs (Divyaang Children)”

This initiative seeks to create a collaborative platform where citizens can:
1. Share insights on the challenges and barriers in the identification and adoption of children with special needs
2. Suggest innovative ideas, strategies, or solutions to strengthen the adoption ecosystem
3. Contribute to policy-making by offering actionable recommendations to ensure a loving family environment for every child, especially those currently residing in Specialized Adoption Agencies (SAAs) and Child Care Institutions (CCIs)

Your thoughtful suggestions can play a key role in shaping a more inclusive, compassionate, and efficient adoption framework for Divyaang children.

Who can participate?
All Indian citizens are welcome to join the conversation and submit their ideas.

Selected entries may be featured in national-level publications, exhibitions, and even considered in policy discussions aimed at improving the lives of children with special needs.

Every child deserves a loving family, but children with special needs often wait longer for adoption. Many families are not aware that they can adopt Divyaang children, and social stigma still exists around disabilities. Adoption agencies sometimes lack trained staff to guide families and support the child’s unique needs. To improve this, we can share inspiring adoption stories to raise awareness, provide training and counseling for adoptive parents, and create a simple digital platform showing each child’s needs to help families find the right match. Offering incentives like tax benefits, healthcare support, and educational help can also encourage more families to adopt. Streamlining adoption procedures, connecting agencies with child care institutions, and providing regular training for social workers will further strengthen the system. With awareness, support, and the right policies, every Divyaang child can grow up in a loving home and enjoy a bright future.

Non-Institutional rehabilitation centres for divyang children should be there at every villages , cities, districts of our country.
Divyang children should be given motivation, love, education , health facilities , confidence and equal opportunities, encourage them as all other children in this divyang rehabilitation centres.

To ensure every Divyaang child grows in a loving, family-like environment, India can establish a “Samarth Parivar Network” — a national program connecting trained foster families, social workers, and local NGOs for non-institutionalized care. Families willing to adopt or foster Divyaang children should receive special training, counselling, and livelihood incentives to support long-term care.
Digital platforms can match children’s needs with suitable families through AI-assisted profiling, while district-level rehabilitation coordinators monitor their emotional and educational progress.
Collaboration with community-based organizations and Self-Help Groups can also create inclusive neighbourhood circles—spaces for therapy, recreation, and peer learning.
This model combines compassion, technology, and community participation to build an Atmanirbhar and inclusive Bharat where every child feels accepted, valued, and empowered.

Proposal for a National Digital Monitoring System for Patient Treatment

Patients and families often struggle to understand medical terms, procedures, and hospital billing, leading to confusion, negligence, or exploitation. For Divyaang citizens, these issues are even more critical. I propose a National Digital Monitoring System (NDMS) under the Ayushman Bharat Digital Mission to ensure transparency and accountability.

Hospitals and rehabilitation centres should upload treatment, prescriptions, test reports, and billing to a secure national portal. Authorized doctors can review records, and patients can access simple explanations. In cases of negligence, digital records can ensure fair review.

This system will improve trust, prevent overcharging, support Divyaang citizens, and align with Digital India goals. (Detailed proposal attached – Ref: PMOPG/E/2025/0141304)
