To strengthen non-institutional rehabilitation, efforts should be made to promote adoption, foster care, and sponsorship as alternatives to institutionalisation. Awareness campaigns can encourage families to provide safe homes to children in need. Strong monitoring systems must be developed to ensure the safety, education, and emotional well-being of children placed in foster or adoptive families.
Government schemes and laws, such as the Juvenile Justice Act, should be properly implemented, and community participation must be encouraged so that children feel included in society. Financial support and counselling services should also be provided to families that take responsibility for children. Aftercare programmes for older children and youth are necessary to help them become independent and self-reliant.

Non-institutionalized rehabilitation for divyang children focuses on empowering them at home and in the community. Home-based therapy integrates physical, occupational, and speech exercises into daily routines, guided by therapists and parents. Inclusive education combines home-schooling or resource-supported local schools, with assistive technology like braille devices, hearing aids, and learning apps. Community-based rehabilitation encourages social inclusion through therapy sessions, adaptive sports, art, music, and peer interaction. Life skills and vocational training—computer literacy, handicrafts, and digital skills—foster independence. Parental training equips caregivers to guide therapy and emotional support. Mentorship programs, counseling, and awareness campaigns reduce stigma and build confidence. Accessible transport, home modifications, and assistive devices ensure participation. Tele-rehabilitation and gamified learning maintain continuity.
