Sir, I am from village Dehlan-, District Una, Himachal Pradesh (Una- Constituency). Recently, there has been surge in drugs, heroine (chitta), chain snatching and Gangsters roaming with weapons coming from adjacent Punjab region. Being an ex service man and served in Pathankot and Pulwama areas, I can surely say that there is political and administrative/Police patronage to Anti natinal elements and this can compromise adjacent Bhakhra Nangal dam security as well as general public safety with gangsters roaming with weapons with police taking no action in a peaceful state like Himachal Pradesh. My request is that the present Panchayats of Una constituency shall be given weapon training in order to safeguard our children mother father and they should not be left at the mercy of political Gangsters. Grama Panchayat Committees have been weakened by the State Government.Grama Panchayats have not been able to function alone.Local and urban panchayat departments do not need to be owned by state governments.Village groups are needed to preserve the unique identity of the villages. State governments dominate other committees than the executive.People's representatives and volunteers could not work together in the groups.The corrupt attempts of the state government could not be stopped.The activities of the Grama Panchayat Committees were excellent during the Chola rule of Tamil Nadu.The Cholas managed the village administration so well.The people together kept the village administration clean. The Central Government should formulate modern Panchayat Raj laws modeled on the Chola period Panchayat administration. One of the biggest problem in Panchayati Raj is, sometimes some of the Panchayats act as Panchayats instead of being a Civil Panchayat elected by local villagers and being a Representative of Government Servant from Govt. of India. When such incidents happen in the villages and such cases goes to a national level media then it makes shame on the nation.Some limit should be imposed on the Panchayats that they can't use the power in such cases & power should be transferred to the DM & if she/he can't solve then the matter should be transferred to State Level Authority Like Governor or CM.Land issues, crimes on woman, .
