Skilling is more important than educating in most populous country. See the example of Bangladesh. Secondly the Govt offices must work as facilitator rather than inspector on work for bribes only

Respected prime minister,
I have read the news that Russians are reluctant to use Indian currency for trade purposes.
I would like to propose a solution to this challenge.
I see a solution where I see two problems that can have a symbiotic relation to creating an answer, that is, our problem of employment crisis and the Russian problem of developing far Eastern territories and extracting the natural resources in that area.
We can convince the Russians to employ Indian youth in developing & mining in far East Russia by creating Indian colonies and employing Indian youth thereby paying them in Indian rupee.
Indians here consist of a large number of skilled and unskilled labor which can be helpful to develop the Russian far East by creating new towns, and cities and working in mines extracting minerals. And Indian rules and regulations will be applicable in these colonies and workstations which will help in the welfare of Indians residing in these locations.

i would suggest first to change the way of education system and try to involve more practical knowledge . Because for better workforce, skill is required but in school and collages we forced to learn theory over practical knowledge.
