The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

If the draft is really meant to standardise, the compliance must not just be in paper but it has to be monitored. Then and there, if any deviation, actions hs to be taken. Fine of 5 lac or 10 lac is not a concern for them, they can somehow earn that, you must bring in suspension only then they would fear for loosing revenue and do so according to compliance.

For the differently abled passengers, ( wheelchair required) we may consider using technology powered vehicle which assist them board the ship instead of manual pull or push in wheelchair. Must be considered due to the height and the types of ladders used to board. This will ensure safety as well make them fearless, feels comfortable and praises the services. Slowly with all these measures, the waterways transport in India will transmit from now to the future.

ferry not a ordinary transport it's a water ways so why not discovery invented -day & night use of perspectives day - wind ,sun ,sunrays , moisturizer night - coolness ,calmness , cold breez cause it's direct effect 2 body & human r different in way of thinking thoughts so there r definitely some working system nature & human inner functions that's cn apply in its inventory equipment

safe journey resuce management then use r traditional model as ferry waterways rather typical ways such tourism point of view also set a corner - monument library with help of technology rather - just fun or night life or illigal activities druges or else

safty rescue point if view it's not ordinary ways do what more cn be - fuel then that hazardous how cn more safer - forts aid 4 - equipment whatever required elements if possible keep in freezeing way resuce - reasons behind it r disaster management rather disaster rescue if cn use - equipment made by reuse plastic gadgets

Section-B/Para-8: Penalties for non-performance Existing provisions: Pre-specified penalties shall be recovered from the operator for failure to meet the prescribed performance standards and outcomes. The performance parameters ............... Proposed Change: Pre-specified penalties shall be recovered from the operator for failure to meet the prescribed performance standards and outcomes. The performance standards and outcomes to be decided by the Licensor based on the site condition and other parameters. Performance parameters may include duration of journey, time taken in berthing and de-birthing of vessel, time taken in ingress and egress of the passengers, cargo and trucks, readiness of vessel for on time departure from the origination point, condition of internal condition of vessel, the convenience of passengers, charging of extra fare etc. Monthly review is to be carried out by the Licensor to ensure that performance standards and outcomes are achieved by the Licensee.

4. Section-B/Para-7: Determination of fare Existing provisions: The private entities shall have a freedom to decide on fare to be charged from the passengers, truckers etc. however, licensee shall fix the fare keeping in the mind the existing fare in alternative mode of transport to attract more passenger and cargo on waterways/coastal mode. Proposed Change: The private entities shall have a freedom to decide on fare to be charged from the passengers, truckers etc. as per the guidelines of Government. However, licensee shall fix the fare as low as possible keeping in the mind the ecosystem and existing fare in alternative mode of transport as well as to attract more passenger and cargo on waterways/coastal mode.

Section-B/Para-9: Implementation of online portal and appointment of nodal officer Existing provisions: An online portal to be developed by the licensee for facilitating online ticket booking through website and other mobile application. The portal is to have option for getting the feedback from the passengers and this passenger’s feedback need to be administrated by the licensor and the Concessioning Authority. Proposed Change: An online portal to be developed by the licensee for facilitating online ticket booking through website and other mobile application. The portal is to have option for getting the feedback from the passengers and this passenger’s feedback need to be administrated by the licensor and the Concessioning Authority. Correcting Measures taken against feedback from passengers to be intimated to respective passengers for creating confidence of passengers in such ventures.
