To address the growing concerns in the present Accreditation and Ranking systems of the Government of India had constituted a High-Level Committee. This Committee considered the introduction of strategic reforms consistent with the vision of the National Education Policy 2020 and the need for adopting a simple, trust-based, objective and rationalized system for approval, accreditation and ranking of Higher Educational Institutions with a verifiable and secured centralised database through technology-driven modern systems. Methodologies for facilitating Ease of Doing Business for the stakeholders, duly facilitating students in making more informed choices for selection of institutions/ programmes were also considered by the Committee.

After a series of deliberations, a High-Level Committee has submitted its draft Report on ‘Transformative Reforms for Strengthening Periodic Assessment and Accreditation of All Higher Educational Institutions in India’ to the Department of Higher Education, Ministry of Education, Government of India.

In light of this, MyGov, in collaboration with the Ministry of Education, seeks feedback and suggestions from all the stakeholders for the finalisation of the report.

This report has now been placed in the public domain until June 22, 2023.

Industry Partnerships: Developing strong partnerships with industries and businesses can provide valuable opportunities for internships, practical training, and research collaborations. Such partnerships help bridge the gap between academia and the workforce, ensuring graduates are well-prepared for the demands of the job market.

Faculty Development: Supporting the professional growth of faculty members through workshops, conferences, research grants, and sabbaticals encourages excellence in teaching and research. Encouraging faculty to pursue advanced degrees, engage in research activities, and maintain ties with industry professionals can greatly enhance the quality of education.

•Cross-border Education/ Internationalisation of Education, including cross-border credit transfer. •Quality Academic Research - both disciplinary, pedagogy of disciplines and multi-and inter-disciplinary. • Regulation and Quality Assurance including quality indicators, ranking indicators, evidence-based teaching-learning, among others. • Role of Faculty - in all aspects of education, including curriculum design and development, pedagogy of discipline and interdisciplinary pedagogy, TEL, assessment and evaluation, leadership and professional development, among others. •Governance and Leadership - revamping the educational leadership programmes and provisions, as also the administration and management of higher education institutions. The education Departments are visualized to take lead roles specifically in the following for the implementation of the NEP 2020.

Grievance Redressal Mechanism Required for Collaborating HEIs •Institutions entering into academic collaboration shall address matters relating to the grievances of students and legal matters relating to the collaboration. • The Commission could,either suo moto or based on any complaint from any quarter may initiate an inquiry, including physical inspection of the collaborative arrangements. After giving the opportunity of representation and hearing to the collaborating institutions and after being convinced that the collaborating institution(s) is/are not functioning according to the guidelines,the Commission may rescind the approval for collaboration. However, the students who have already enrolled for such courses or programes will be permitted to continue till they acquire the requisite qualification Role of the parent university To identify potentials of colleges and to encourage them by providing timely approval to their proposals and help to nominate representatives

The National Education Policy (NEP 2020) has impressed upon a paradigm change in the visualization, operationalisation and quality of the entire education system in the country. All the levels of education in the country need to implement the new policy and in doing so will need facilitation mechanisms for its operationalisation. Adding New Departments The Policy on ‘Holistic and Multidisciplinary Education’ underlines pulling of courses and resources from a variety of disciplines and providing flexibility to students to choose courses and pathways such that holistic individual development takes place in intellectual, aesthetic, social, physical, emotional and moral dimensions and that 21st century skills/ competencies (including social and life skills) of critical thinking, problem solving, communication, leadership, team work, mastery of curricula across fields, increase in social and moral awareness and creativity and innovation are fully developed and put to practice. The teaching-learning has to be linked to life, community and the world of work, including the environment across all disciplines/ fields of study, including STEM education

There should be no minimum marks eligibility criteria for higher education. If an University thinks that any student who gets 35% marks can be qualified as a graduate then why does she or he require 50% marks as an eligibility for many higher educational studies? There should be no minimum marks or else the passing marks should be made 50 percent. Syllabus should not include unnecessary chapters. We should learn from the Finland model of education.

ENTRY INTO HIGHER EDUCATION TO BE STRICTLY REGULATED Education upto secondary leaving stage should be made compulsory and open to all, while entry into higher education should be strictly regulated on the basis of merit alone. While considering merit, aptitude , ability, willingness, social adaptibility, character etc. need to be weighed. A fool-proof mechanism need to be devised to asses the merit of an individual. These days generally, a student aspirant or the parent looks only the monetary benefit and prospectives a particular course of study offers which may turn to be a square peg in a round hole which is disastrous.
