Calling for stories, videos and ideas on the 11 Fundamental Duties!

Commemorating the 70th anniversary of the adoption of the Constitution of India this year on 26th November, 2019 , the Government of India launched a campaign focusing on creating awareness on the Fundamental Duties that are enshrined in Chapter IV-A (Article 51A) of the Indian Constitution throughout the country.

Fundamental Duties impart directions of citizenship behaviour on the part of all concerned. The onus of implementation of Fundamental Duties is on every citizen. Though not legally enforceable, they have an inherent element of compulsion regarding compliance because what is duty for one is another person’s right.

By practicing and thus reinforcing these Fundamental Duties, we, as common citizens, can play a positive and effective role in fulfilling our duties towards our country and fellow citizens and will also ensure that India occupies a rightful place in the comity of nations.

MyGov in collaboration with Department of Justice invites you to share your stories, videos or ideas on the 11 Fundamental Duties.
• to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem
• to cherish and follow the noble ideals which inspired our national struggle for freedom
• to uphold and protect the sovereignty, unity and integrity of India
• to defend the country and render national service when called upon to do so
• to promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities; to renounce practices derogatory to the dignity of women
• to value and preserve the rich heritage of our composite culture
• to protect and improve the natural environment including forests, lakes, rivers and wildlife, and to have compassion for living creatures
• to develop the scientific temper, humanism and the spirit of inquiry and reform
• to safeguard public property and to abjure violence
• to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement
• who is a parent or guardian to provide opportunities for education to his child or, as the case may be, ward between the age of six and fourteen years.

We the people...... Bharath’s Constitution is acknowledged among the Best Constitutions globally. A Constitution is a dynamic document that both regulates & shapes the evolution of a nation. May we never forget the value of our Constitution and the power it holds! Therefore, let us all pledge to become partners in the development of the country by maintaining unity, integrity and harmony of the nation and also pledge to uphold our constitutional values & carry out our duties responsibly.

Keep India Clean . I have suggestions about how to keep INDIA clean. My suggestions are outlined below. Give contract to private business in each state , let them employ more people on the job and these contracts should be renewed based on the performance . State should be fully responsible to keep their state clean . Central Government need to provide required financial and non-financial support to each state. I see this way, we can keep INDIA clean and envy of the world. Do it asap.

वर्तमान में संविधान के भाग 4क तथा अनुच्‍छेद-51क के अनुसार भारत के प्रत्‍येक नागरिक के कुल 11 मूल कर्तव्‍य हैं। इसके अनुसार, भारत के प्रत्‍येक नागरिक का यह कर्तव्‍य होगा कि वह- संविधान का पालन करे , और उसके आदर्शों, संस्‍थाओं, राष्‍ट्रध्‍वज और राष्‍ट्रगान का आदर करें। स्‍वतंत्रता के लिये हमारे राष्‍ट्रीय आंदोलन को प्रेरित करने वाले उच्‍च आदर्शों को ह्दय में संजोए रखे पालन करें। भारत की प्रभुता, एकता और अखंडता की रक्षा करे और उसे अक्षुण्‍ण रखे। .....

अधिकारों से ज्यादा कर्तव्यों की बात करनी चाहिए।हम भारत के नागरिक होने के नाते अपने कर्तव्यों को जानें और ईमानदारी से अपने कर्तव्यों को करें। अभी अधिकांश लोग अधिकारों की बात करता है जिससे समाज में उथल पुथल बना रहता है।

One morning I found a dying bird ,a thin thread of life lingering within. It was a parakeet. I took it home and noticed that it wasn't hurt at all but looked dead tired. For the fourteen days we fed the bird and took good care of it and by the time we thought it will be our permanent pet the guy flew away. Yes we didn't cage the bird all these days, though I was little sad on his departure I felt proud that this guy gave me an opportunity to exhibit my compassion to other creatures.

भारतीय संविधान में उल्लिखित मूल कर्तव्‍य भूतपूर्व सोवियत संघ के संविधान से ही प्रभावित हैं। भारतीय संविधान में भी प्रारंभ में मूल कर्तव्‍य शामिल नहीं थे , इंदिरा गांधी के प्रधानमंत्रित्‍व काल में 1975 में आपातकाल की घोषणा की गई थी , तभी सरदार स्‍वर्ण सिंह के नेतृत्‍व में संविधान में उपयुक्‍त संशोधन सुझाने के लिये एक समिति का गठन किया गया था। इस समिति में यह सुझाव दिया कि संविधान में मूल अधिकारों के साथ-साथ मूल कर्तव्‍यों कासमावेश होना चाहिए। समिति का तर्क यह था कि भारत में अधिकांश लोग अधिकारों

यदि व्‍यक्ति को ‘अभिव्‍यक्ति की स्‍वतंत्रता’ प्‍यारी है तो यह भी जरूरी है कि उसमें दूसरों की ‘अभिव्‍यक्ति की स्‍वतंत्रता’ के प्रति धैर्य और सहिष्‍णुता विद्यमान हो । रोचक बात यह है कि विश्‍व के अधिकांश लोकतांत्रिक देशों के संविधान में नागरिकों के कर्तव्‍यों का उल्‍लेख नहीं किया गया है, उनमें केवल मूल अधिकारों की घोषणा की गई है, जैसे अमेरिका संविधान। कुछ साम्‍यवादी देशों में मूल कर्तव्‍यों की घोषण की परंपरा दिखाई पड़ती है। भूतपूर्व सोवियत संघ का उदाहरण इस दृष्टि से महत्‍वपूर्ण है।

भारत के संविधान में मूल अधिकारों के साथ मूल कर्तव्‍यों ( मौलिक कर्तव्‍यों ) को भी शामिल किया गया है। वस्‍तुत: अधिकार और कर्तव्‍य एक-दूसरे के पूरक हैं। अधिकार विहीन कर्तव्‍य निरर्थक होते हैं जबकि कर्तव्‍य विहीन अधिकार निरंकुशता पैदा करते हैं। यदि व्‍यक्ति को ‘गरिमापूर्ण जीवन’ का अधिकार प्राप्‍त है तो उसका कर्तव्‍य बनता है कि वह अन्‍य व्‍यक्तियों के गरिमापूर्ण जीवन के अधिकार का भी ख्‍याल रखे।
