yes it is true public sector alone can't fulfill the need. In fact all sector demands a healthy competition to grow which leads to ultimate welfare .In case of HE infrastructure development should be of private nature, curriculum design should be based on industry & Academia participation and fee structure should be of Public nature.Public function may also be profitable as in case Of Tamilnadu ,Kerala. we can achieve it through AGENCIFICATION .in this way we can realize the PPP in true sense.

just take a example of privatization of technical education,teacher training education in Uttar Pradesh.one of the worst scenario is there. 500+ B.Tech Institution,uncountable B.Ed. Colleges are spiraling money in the various heads of fee structure ranging from 100000-250000/year and what is the result? unemployed youth in spite of spending a lot of money.this is the hidden effect of privatization of HE without effective regulatory mechanism for quality,course curriculum,fee structure.

when we talk about privatization of HE OR investment through PPP model we should explicit in our mind that these are the activities in which one wants profit.market oriented forces have a free hand in deciding fee structure which goes to too high and this make the HE out of reach of majority of common strata.the one who get the HE are not demanding in industry,Academia,even are not able to be self employed due to low standard of education provided by these institutions.
