Encourage by Promoting the R&D. Advertise the rewards for best innovations and assure for a royalty. When people will come to know they will be benefited by their innovation they will give their best shot. We have many institutes in India, rank them as per their Innovation. It will encourage many collages to share innovations including IIT. Nothing more is required

Education system is not good enough to produce researchers, Private schools hire low cost teachers who themselves lacks fundamentals & only prepares students for exams instead of teaching fundamentals or basic principles. Govt. schools are even worst in terms of teaching staff. We must use smart/web-based education and link schools/Colleges with elite institutes like Bhabha/ISRO/DRDO.
