Directorate General Supplies and Disposal (DGS&D) under the directions of the Central Government has developed an online platform Government e-Market place (GeM), to facilitate online procurement of common use Goods & Services required by various Government Departments / Organizations / PSUs. GeM would thus provide a common platform to buyers and sellers/service providers for Direct Selling and e-auctions.

While procurement of goods is very common, the Government wants to take steps for the provisioning of services (just like products) through GeM platform for the ease of government buyers.

An example of service that has already been provisioned on GeM is Taxi Service. Government Buyers can select from a list of attributes (referred to as Biddable Parameters) example: Hiring type (spot hiring, regular hiring, leasing) , Duration of hiring (Half day, full day, Monthly Yearly etc), Body Type( Sedan, Hatchback), Engine Capacity (800CC to 2500CC) etc. The service provider would provide rates for all these combinations and the buyer can compare the rates for different service providers before placing the final order. The same can be visited on gem.gov.in

On the same lines, DGS&D is trying to draft some other services, the draft SLA and Biddable parameters of which are now put up for public consultation. We would like to have inputs on the specific Terms and Conditions drafted for each service as well as Financial/Technical Biddable Parameters standardized for offering various Services on GeM.

The draft SLA and Biddable Parameters of General Services can be found on links mentioned below.

The last date for submission of inputs is 23rd April, 2017.

2/3 Department makes rules circulars as suited to them and at last they write procedure should be followed as per CVC guidelines. Now a days most of Govt dept can execute the work up to 1 lac without tender process by the registered vendors of dept. Most of the organisation under taking work for registration of vendors does not have any suitable guidelines for registering of vendors. A universal check list type of instrument shall be made compulsory for all govt/semi govt/PSU etc. 2/3

My self Shushant Kumar working with Govt. Sector particularly in the department dealing with tenders financial/technical. i would like to tell you that we have a number of guidelines for tendering process to be undertaken in in govt depts. The guidelines is good but when things comes for execution of tender we see these are being diluted by the concerned dept. officer as per his choice. CVC has given a broad guideline and after CVC every department issues their guidelines on tenders 1/3

Draft event/human resources/waster management services/energy /water conservation services. Please review the eligibility criteria to ensure only firms which have technically qualified persons in management of the firms/companies can be allowed to participate in the bidding process to eliminate all unqualified persons form bidding like many unqualified persons become government contractors and get public works contract, but not able to execute projects of required quality standards

Comment on Draft water conservation services- Qualification and criteria of technical and managerial persons planned to be involved to be specified.For partnership firms need to include that atleast 1 partner need to have technical expertise in water conservation services to participate in bidding

Comments on draft waste management services.Qualification of management and technical staff involved in waste management to be specified and requirement of appropriate industry certification to be insisted.The entire draft to be reviewed with DST agencies such as CSIR to ensure the waster disposal method and criteria is appropriate.Location of waste disposal to be specified.Experiance criteria of 500 bed hospital to be revised to allow entry of startups & new enterprises with technical expertise

Comments on Draft Event Management Services-Criteria of any bachelor or Master Degree specified for the various posts to be removed and high school certificate with appropriate NSQF skill Certificates of appropriate level to be specified to encourage jobs for skill certified, so that people take up skill certification appropriate for the job rather than doing any bachelor or master degree which do not have skills related to event management. general degrees are not relevant to event management

Comments on Draft Human Resources Management.Experience criteria to be eliminated or reduced to 6 months to allow new startups to participate.Remove any master degree/graduate degree for the various posts and NSQF skill certificate requirement appropriate to the post such as for data entry operator,personal assistant,secretary,service order dispatcher,stenographer, receptionists jobs no need for bachelor or master degree, but insist on appropriate NSQF skill certification requirements

Sir Every year we have to pay re addmission and other charges other than school fees. This is unjustified. This is an extra burden on the parents. This should be strictly stopped. Hope for your effective action at the earliest.The new session is about to start soon. Regards Sunil Kumar
