Court should know law is not inside them, there are proper guidelines are given by the central excise dept as to location of shops, no overruling them. These have to be inspected by police dept accordingly. Court cannot infuse new rules. Fund utilisation are left to governance only. Judge/s should make such comment outside the court. Court is always non-partisan.
