"Walk-to-work" is the dream solution here. Nevertheless, conveniently networked public transportation with first- and last-mile connectivities in place, reduced motivation to use personal vehicles, use of electric cars, and bicycle paths are all in the expectation matrix.

Surprisingly, no one's talking about the Transportation. In my opinion, the basics of transportation needs to be redefined. Kolkata in my opinion has one of the worst traffic management among all the urban areas of the world.
1) Lane driving with marking and very strict enforcement
2) Hawker free footpaths for pedestrians, and roads only for traffic
3) All traffic rules including rotary access and crossing strictly enforced
4) No Honking. Blowing horns should be severely penalized.
