First they need good education and healthy food. They have strong physique. So train them and make them to participate in an international sports event. Mostly they are good enough in athletes. Let them shine.

Across Indian Country, more and more tribal nations are forging impressive records of economic progress. From creating successful nation-owned enterprises to cultivating tribal citizen-owned businesses to preparing their people to take advantage of expanding job opportunities through workforce education and training, they are building sustainable tribal economies to revitalize their communities

Start University related to specific latest technology and fields.
a. Cyber security
b. Neno technology
c. Quantom physics
d. Quantom computing
e. Data science and data statistics
Many more latest and revolutionary technologies which needs to be grow in india as soon as possible.
And there should be few guidelines for these universities.
ex: All projects (excluding those projects which may effect our country security and integrity) should be open source so anybody who is interested in that perticular technology and researching on that may get help even they are not enrolled in university.
this kind of small steps in early state of revolutionary world will help india to become विश्वगुरु।
