To establish grass root level democracy (village level) , three institution i.e. panchayats, farmers organization for canal command area and farmer organization for non canal command area should be develped. all these three institutions should be developed as autonomous/semi autonomous institutions. The office bearers of these institutions should be paid some honorarium otherwise they will indulge in corruption by the design.

To develop panchayats and other legal village institution like water users' association under participatory irrigation management as democratic self sustainable and autonomus/semi autonomous institution, village engineering services and village financial services should be started. the engineers and accountants recruited by some agency shall be placed in the panchayats and under water user' associations under their control .In this way village employement may be created and these institution becomes autonomous for execution of village development programmes and also can maintain good financial accountancy.

Most important thing is to check/ review of ration card For that govt members have to visit each and every home and observe d financial condition of d person, how much property he is having and then to decide whether he should have while/ orange/yellow ration card. This will change d numer of white ration card holders. So numbers of families taking advantage of facilities under different scheme will automatically reduce. So there will lots of money saving.
