मेरे नाम हनुमान प्रसाद सेन है
आज जो अपराध हो रहे है उस पर लगाम कैसे लगे? , एक विचार है मेरा यदि अमल हो तो शायद ये कारगर साबित हो सकता है। …। जिस तरह मोबाईल में सिम होती है और उस सिम को ट्रेस करके ये पता लगाया जा सकता है की इस समय फलां व्यक्ति फलां जगह है और इस आधार पर उसे पकड़ा जा सकता है ठीक इसी तरह हर एक यातायात के साधनो ( कार , बाइक, बस , ट्रक , आदि ) सभी में एक सिम जैसा उपकरण लगे जिससे उस गाड़ी के स्थान का पता लग सके, साथ ही पुराने साधनो में भी वो उपकरण लगे, उसकी जानकारी R.T.O और

पुलिस के पास हो, साथ ही सभी गाड़ियों की नई R.C बने और ये उपकरण लगवाना अनिवार्ये हो।
मेरा मत है की कोई भी अपराधी अपराध करने के बाद कहीं भी भागता है तो उसे उस गाड़ी नम्बर से ट्रेस करके पकड़ा जा सकता है और यदि कोई भी व्यक्ति उस उपकरण के साथ छेड़-छाड़ करता है तो R.T.O या पुलिस के पास अलार्म बजे।
फायदे :- गाड़ी चोरी नहीं होगी, अपराधी गाड़ी से नहीं भागेगा, एक्सीडेंट करके कोई नहीं भाग सकता , और भी कई फायदे होंगे।

3- It shall be made for the different department that they will implement their schemes through these WUAs only.
4- These WUAs should be allowed to charge overhead cost for implementation of schemes.
5- Beneficiaries of schemes should be decided by the General body of WUAs only.
6- These WUAs should be empowered to employ junior engineers and accountants for execution of works. Financial assistance should be given to the WUAs for this purpose. There should an eligibility test conducted by appro

For this these WUAs should be considered as command development center for the farmers. To achieve this objective, the following policy actions should be taken-
1- Only those irrigation projects, prepared on existing canal system, should be sanctioned where WUAs have been formed and irrigation management have been transferred to the respective WUAs.
2- WUAs should be declared as the sole implementing agency for the implementation of government schemes related to the irrigation, water management,

but this situation can be changed , at-least for farmers of canal command, by strengthening Water users’ associations (WUAs) formed under participatory irrigation management (PIM). These WUAs should be developed in such a way that it becomes the first point of contact for the farmers for their requirements instead of different department of the State Government. In the current situation, if a farmers wants to get the benefits of government schemes then they have to fulfill the demands (illegal money) of government officials. In this way farmers are tortured and poor farmers are actually deprived of such benefits.

1.good education
2. employment to everyone
3. medical facility
4. quick judiciary system
5. clean water
6.good transport facility
7. 100 % scheme government facility to everyone.
