Hitherto the policy was to hand over plots 2 poor which in course of time used to change hands & the Haves got back the plots from the HAVENOTS & the havenots were back on footpaths with money vanishing in no time. In view of the above I suggest the Govt 2 build flats with an area of 350 Sft per occupant containing hall/kitchen/bath cum WC. This should b done by retaining the ownership with Govt & giving it freely to poor to live till their lifetime. Water & Power may b made available free.

A site planned should be minimum 3000 sq feet. Abolish apartments as their life is 30 years. Only 1 site per family. Not for each family member in city areas. There should be direct transaction from present land owner to the site buyer. No middle man except govt.

History tells us that ,access to a means of livelihood is the primary reason for a person to settle down. The clusters of housing automatically grows around a place, which has means of livelihood. Hence the housing plan should include space for offices, small scale industry, warehouses etc to absorb the employment needs of the people. Incentive should be given for people to start ventures in these areas to allow employment as well as residences in same area.

Plan small cities around big cities, with all connectivity. Identify undeveloped areas around cities for this work. This will improve undeveloped areas. Also sites planning should be done by state or central authorities. They should not acquire the land or allow real estate Barron's to acquire. Once allocated site should be locked for selling for 50 years. And no construction started in that location after buying within 1 year. That place should be required and allocated to others

Mahatma Gandhiji said" India lives in Rural areas". Unfortunately since independence, policies of the Govt. have been focussed on improving lives in urban areas. I feel govts. should focus on providing infrastructure in Rural areas, so that people don't migrate to cities like Delhi or Mumbai or Calcutta. The earlier the policy shift takes place, better it shall be for the future of India. Improve rural connectivity, Rail and road. people won't migrate to cities and add to population density .

Any housing plan should also have proportionate green area and recreation space according to project plan area. Ultimately, it is necessary to take nature into count too, before we greedily convert green cover to grey cement jungles. Housing does include environment.

Similar to Army's one rank one pension scheme, the housing too deserves stratification on the basis of income. A person who falls under certain slab should not be allowed to buy a house beyond the permitted size. This will also reduce tax evasion on property.

One individual should be permitted to keep two houses located in two different cities. As per present rules only one house is permitted, and second one has to be compulsorily rented out to avoid heavy taxation.

Action against Corporates/Bldrs alongwith Local Govt body for not following Laws/GRs. It will release the property and price will go down for the flats. Then even small people will be able to buy the Flats OR The Investors should sale with minimum profit. I feel most of the Investors are NETAS and BABUS so Govt. should work on it.
