The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

house room and kitchen bathroom should prepare in a way that more sun light enter. This way electricity consumption will decline.

house should prepare looking to electricity consumption. IF house prepared in very warm weather or in very cold weather area than they use more electricity in heater, aircondition, cooler. gyser etc. etc. So choose that location where less need of aircondition, gyser, heater, cooler.

regarding the finance 1) for contract labour & physical labour working class(receiving less than 10000) in pvt. co's, employees should pay some amount themselves say 2000 P.M. and banks should finance these projects.rest(say 50%) to be borne by co.s & land to be available by govt 2) for villages through MGNREGA 3) for urban poor, govt to create finance scheme upta 2-3 thousand per month 4) for below income- house on rent, to be paid 50% by govt and 50% themself and house financed by bank

for people residing in kaccha houses in villages, gpovt should make use of schemes like MGNREGA. but govt. should check that the policy is strictly implemented and there are no flaws in policy. social audit and census of Pakka house should be conducted to check the discrepencies. expenditure of material should be allowed to a certain limit and to people with limited low imcome

rather than constructing and providing house by Central govt. co's, state govt co's, govt. should work with builders by providing land and other benefits and ask them to complete these projects as most of the govt co's are inefficient and have costly labour which will increase cost of contruction. govt should focus more on regulating quality, quantity, and delivery to the right person.

Govt. should focus more on policies which create house for poor, lower middle class and weaker sections. in relation to unorganised sector and contract workers, govt should ensure that people working beyond a specific tenure should be provided house and for this, co.'s can use their CSR Fund and should get other tax benefits.. govt. can provide technology, subsidy to companies in promoting Housing for all scheme, it will promote people to work in companies working for employees and retain them
