IEEE is having the biggest database of papers and journals. All those papers are accessible only to it's members and on a payment basis. Why are they not providing the information free of cost? Dont you feel information and knowledge are to be shared? Like we get free inspiration from ted. Modi Govt can help us to register and free access of IEEE ?

carpet weaving can be promoted by improving its sales...and this can be done my using it in government sectors like hotels of mp tourism and all similar places...and also by appointing designers to design carpets in a bit modern way so as to attract urban buyers.
