It should be responsibility of the citizens to ensure long term sustainability of investments to be made in the city, and therefore, 100% computer literacy and 100% value education with best educational practices should be in place by next 5 to 10 years’ time-frame. This would be inevitable for sustenance of a smart city for a longer time frame.

It is also pertinent to consider similar development of neighbouring towns / peripheral rural area (Rural-Urban interface) as the city shall remain depended on its neighbourhood for providing very many civic services. A clustered approach to develop a greater city should therefore be in focus and a master plan for the year 2050 for Greater Development Area should be prepared in parallel with developing a ‘smart city’.

However, all such dream may become true only with smart application of technology and commitment of the citizens to pay for availing such services would be the necessary to make the smart city self- sustainable. However, the town planners should foresee the citizens’ requirement at least up to the year 2050, and accordingly all the service providers should plan to augment respective schemes, but with low carbon foot print.

The dream smart city should have 24X7 quality water supply, low power consuming & high illuminating electric lighting with uninterrupted electricity, 100% coverage with sewer network and solid waste management facilities, low-floor bus services, metro / mono rail, sky-walks, moving footpaths, environment friendly cars, best uses of solar energy, underground / multi-level parking facilities, best educational institutions, quality health service facilities, and many other opportunities / facilitie

Through introduction of ‘smart cards’, the future water supply system could be provided with 100% metering facilities, connections with sewer network would become fool proof, solid waste management would become easier, a single smart card may be used for all kind of city transport facilities, the same card could also be used for collection of user charges for water, electricity & sanitation, for recharging mobiles / internet / tele-communication services, all kind of grievance redressal system c

It may be relevant to mention that, both Union and the State governments have invested in developing the city infrastructure since long, but there are little progress made to ensure sustainability of such infrastructures. One of the major causes for failure in achieving sustainability of infrastructure projects is lack of peoples’ participation. The area / ward of the city with highest literacy rate (particularly computer literacy) should be chosen as the ‘first smart pilot project, as success of the entire programme would solely depend on public participation / acceptance by the citizens living in that area / ward. The Census 2011 data of that the city should be referred for this. However, an assessment of computer literacy may be carried out to identify the ‘pilot project area / ward

A citizen of a smart city would have priorities for a smart solution towards all the public utility services as the maiden endeavour of the government to make the city ‘Smart’. Introduction of ‘smart cards’ for utility services such as water supply, sewerage, solid waste management, all different mode of public transports, electric supply, ration shops, milk booths, tele-communication services, internet facilities and many other evolving services would be a smart step towards achieving the goal

यदि हम सफाई रखेंगे तो हर सिटी अपने आप स्मार्ट सिटी बन जाएगी । स्मार्ट लोगो की सोच होनी चाहिए फिर सिटी ही क्या पूरा देश अपने आप स्मार्ट हो जायेगा ।
