the first step should begin from the family. it is the responsibility of the parents to give proper awareness to their child about this issue.they should be thought to respect women.concentrate on both girls and boys, becoz in most of the issues woman are also a part. next step is through schools and collages.give proper awareness and knowledge to the youth. teach the youth to respond,give them the courage and confidence to react,irrespective of weather the issue is personal or not.
