I think college education should include some kind of Practical entrepreneurship. According to inclination, student should choose either participation in NGO or business. For this 100 marks may be allotted. Students must organize and improve the existing enterprise and thus develop their entrepreneurship skill.

There should be yearlymassement of the people who are sitting on ground level .& there should be target set at every level like we do in private company, like target to issue licence to run shop or factory depending pnr he are, if we need to grow suppse by 10% we should give them the target of 15% , , likewise every sector being given target like collector to approve X now of school and college...in such a case the govt officer will go in the field and approach people to start new initiatives
