The respective Vidhayak first, then DDO, then TDO and finally Talati has to be responsible for the implementation of the same. Government can fix a deadline for completing atleast one water conservation effort within next 3 years. Such project will also bring employment (though very temporary in nature) for the unskilled rural labor.

Nationalise the Rivers, Dam. Similar to Golden quadrilateral for Highways. Water pipeline should be laid along with Golden quadrilateral and thus connecting all rivers locally. The flow should be either way water going from pipeline for local distribution as well as excess water distributed through pipeline. Additional land acquisition not required.Constructing the dam at the end point where the rivers getting into sea will help in reverse distribution thro pipe line and Hydro power genr also.
