ट्राई की सिफारिशों और संबंधित शर्तों के मुताबिक 19 अप्रैल, 2017 के अपने पत्र के जरिए दूरसंचार विभाग 700, 800, 900, 1800, 2100, 2300, 2500, 3300-3400 और 3400-3600 मेगाहट्र्ज बैंड पर स्पेक्ट्रम की नीलामी करने वाली है। लिहाजा इसके आरक्षित मूल्य, नीलामी के लिए स्पेक्ट्रम की मात्रा व शर्तों की सिफारिश का जिक्र किया है। उपलब्ध सूचनाओं के आधार पर एक परामर्श पत्र तैयार किया गया है और जिसे यहां रखा गया है। इस लिंक पर क्लिक कर आप विस्तृत विवरण देख सकते हैं।

इस परामर्श पत्र में हितधारकों के विचार के लिए विशिष्ट मुद्दों को उठाया गया है। जो प्रमुख मुद्दे उठाए गए हैं, उनमें नीलामी के लिए स्पेक्ट्रम की मात्रा, ऑप्टिमल ब्लॉक साइज, डुप्लेक्सिंग स्कीम, स्पेक्ट्रम कैप, रोल-आउट की स्थिति और वैल्यूएशन के लिए इस्तेमाल की जाने वाली विधियों और स्पेक्ट्रम के लिए आरक्षित मूल्य के आकलन जैसे मुद्दे उठाए हैं।

सरकार से यह निवेदन हे कि जन्हा क्रसक मजदूर गरीबो से उनके आवेदनो पर मोबाइल न0 आवशयक हे वन्हा सरकारी पोरटलो पर हमसे सम्पर्क मे अंग्रजो के जमाने फोन न0 अंकित हे जिसे कभी कभार चपरासी महोदय उथाते हे उअनसे कोइ केसे बात करे सभी अधीकरी वा कर्मचारी अपनि जिम्मेदारी से बचना चाहते हे क्रपया पोअटल मोबाइल न0 अंकित किया जये पहले इन गरीबो को मुफ्त मे सिम वा मोबैल प्रदान किये जाये तब लोगो की सम्स्य हल हो सकती हे

Customer must be enabled to link their connection through Aadhar Card, there should be no necessity to visit operator outlet or retail outlet, customer should be enabled to upload Aadhar or whatever requisite docs are there. at same time they should be given facility for changing the operator as well without changing SIM Card. There should be unique database platform for making one customer eligible for telecom connection. After validation from govt authorised body customer should be free.

In my opinion, there should be one circle , no division of geography. A case study- I belong to Bihar and shifted to Gujarat and Aadhar Card carry the address of Bihar, but I can not get the Local connection of Gujarat, why this Aadhar card is not valid for getting a local connection, these two states have been divided in geography and customer has to oscillate like pendulum due to such laws. Please in all such things India is one and make it one rather thinking to make earning source of income.

सरकार स्पेक्ट्रम की नीलामी से हज़ारो करोडो कमाती है लेकिन आम जनता तक उस पैसे का फायदा पहुँच रहा है क्या ? सरकार ने Portal बना दिया लेकिन उसके लिए क्या आम नागरिक के पास इंटरनेट है? मेरा सुझाव है कि सरकार को 1 App बनानी चाहिए जो बिना कोई इंटरनेट पैक के चले| इसके लिए मोबाइल कंपनी एक अलग से APN सर्विस बनाये जो Free हो जो सरकारी प्रॉक्सी सर्वर से चले| सरकार इसके जरिये Education, Farming, Health, Govt सेवा और Portal, Bhim app, Payments, Banking की सेवा दे सकती है| It can be Apps bundle like JIO Apps.

1. As private players have already been added by the Govt to participate in the satellite manufacturing technology so now few more spectrum bands may be added. 2. The required spectrum may be asked by the party and prices may be assigned accordingly. 3. The danger of corresponding radiation hazards to the living bodies should be considered as one of the important condition prior to auction. 4. The tower should not be installed in densely populated areas or near by hospitals, schools etc.

There must be three conditions while auctioning Spectrum to private players. 1)one time auction fee 2)every month on the basis of usage of spectrum,10% fee must be given to government. 3)Private players can not resale their spectrum to others. Also not giving on lease. 4) If private players cant do their busineess after some time that spectrum automatically go with government .
