सहकारिता ग्रामीण अर्थव्यवस्था का मुख्य आधार है जो कि लोगों के लिए स्थायी आजीविका और आय सुनिश्चित करती है। भारत में 8.5 लाख सहकारी समितियां हैं, जिनमें से 1.77 लाख (लगभग 20%) क्रेडिट सहकारी समितियां हैं और शेष 80% गैर-क्रेडिट सहकारी समितियां हैं जो कि विभिन्न गतिविधियों में शामिल हैं। सहकारी आंदोलन ने पूरे भारत में फैले नेटवर्क के साथ 29 करोड़ से अधिक की सदस्यता को बढ़ावा दिया है। सहकारिता रोजगार और आय पैदा करके विभिन्न क्षेत्रों के विकास और अन्य विकास में महत्वपूर्ण भूमिका निभाती हैं, उदाहरण के लिए - डेयरी (93,556 करोड़ रुपये के कारोबार वाली 1,77,314 सहकारी समितियां), आवास (28,945 सहकारी समितियां जिन्हें 12,711 करोड़ रुपये का ऋण वितरित किया गया हैं ), श्रम (27,30,000 की सदस्यता वाली 46,818 सहकारी समितियां), उर्वरक (देश में कुल उर्वरक का 20% उत्पादन करने वाली सहकारी समितियां), मत्स्य पालन (32 लाख की सदस्यता वाली 20,804 सहकारी समितियां), चीनी (कुल चीनी उत्पादन का 35% उत्पादन करने वाली 188 चीनी मिलें), कृषि-प्रसंस्करण आदि। साथ ही ऋण सहकारी समितियाँ सीमांत क्षेत्रों को ऋण वितरित करके देश में वित्तीय समावेशन सुनिश्चित करने के लिए महत्वपूर्ण हैं। यह अब तक की उपलब्धि देश में 21 राष्ट्रीय स्तर, 390 राज्य स्तर और 2705 जिला स्तरीय सहकारी संघों के नेटवर्क के माध्यम से हासिल की गई हैं।

नए सहकारिता मंत्रालय की स्थापना भारत सरकार द्वारा दिनांक 06.07.2021 की अधिसूचना द्वारा "सहकार से समृद्धि" विजन के साथ देश में सहकारी आंदोलन को मजबूत करने, जमीनी स्तर तक अपनी पहुंच को बढ़ाने, सहकारी समितियों को उनकी क्षमता का एहसास करने में मदद करने के लिए उपयुक्त नीति, कानूनी और संस्थागत फ्रेमवर्क आदि के लिए की गई है। उपरोक्त जनादेश को पूरा करने के लिए एक प्रमुख कदम के रूप में, मंत्रालय एक नई सहयोग नीति तैयार कर रहा है, क्योंकि मौजूदा नीति 2002 में तैयार की गई थी। नई नीति मौजूदा वक्त में दुनिया में इस क्षेत्र के सामने आने वाली चुनौतियों का समाधान करेगी।

नई सहकारिता नीति सभी हितधारकों के परामर्श से तैयार की जा रही है। मंत्रालय को राज्य सरकारों, केंद्रीय मंत्रालयों, विभिन्न संगठनों और संस्थानों से कई मूल्यवान सुझाव प्राप्त हुए हैं। 12-13 अप्रैल, 2022 को दिल्ली में राज्य सरकारों और केंद्रीय मंत्रालयों के साथ एक राष्ट्रीय सम्मेलन भी आयोजित किया गया था। मंत्रालय नई सहकारिता नीति तैयार करने के लिए हितधारकों के साथ परामर्श की एक श्रृंखला आयोजित करने जा रही है।

इस परामर्श के हिस्से के तौर पर मंत्रालय नीचे दिए गए विभिन्न विषयों के तहत राष्ट्रीय सहकारिता नीति तैयार करने के लिए आपके बहुमूल्य सुझाव आमंत्रित करता है।

i. सहकारी शासन

ii. कानूनी और नियामक फ्रेमवर्क

iii. प्रशिक्षण शिक्षा और मानव संसाधन नीति

iv. सहकारिताओं को जीवंत आर्थिक इकाइयां बनाना

v. नई सहकारिताओं की स्थापना, सहकारिता का सतत विकास

vi. सामाजिक सहकारिता/ सहकारिताओं का विविधीकरण

सुझाव साझा करने की अंतिम तिथि 15 जून, 2022 है।

Sir, your "PM AWAS YOJONA" may be included in cooperative flat or land who are capable to build flats forming cooperative like me. This scheme is allowed for middle and upper class only without any financial assistance from the govt. ,only concession or reasonable price may be fixed. On enquiry if anybody does a mistake on application he may be a chance to rectify it without homeless after possession.

आदरणीय प्रधानमंत्री जी नमस्कार मेरा एक विचार है! पूरे भारत में कार्यरत( प्राथमिक कृषि साख सहयोग समिति )पैक्स में जो कर्मचारी कार्यरत हैं उनमें एकरूपता लाकर अर्थात पूरे भारत में पैक्स प्रबंधकों को एक समान वेतन और अन्य सुविधाएं दी जाए! जो अन्य राज्यों में दिया जाता है चुकी पैक्स कर्मचारी विभिन्न समितियों का रीड होते हैं यही लोग पैक्स के कार्य को सुचारू रूप से करते और कराते हैं !बिहार में पैक्स कर्मचारियों के लिए सरकार के द्वारा अभी तक किसी भी प्रकार की सेवा शर्त या वेतन नहीं है इस पर ध्यान देने की आवश्यकता है ! 🙏नमस्कार

Sir, it's my suggestions in cooperative movement regarding housing that you are kind enough to distribute house for poor,but if we the middle class general people do some mistake in affaffidavit declaring a clause long back 20 yrs. and seek help from you since 2018, you simply forward to concern state without any action.Your office advised me that it's a federal structure system.Otherwise I may go to court. After rectifying may I not be excused? Why sir you couldn't help me not to homeless from a cooperative Hsg society with your kind hearted machinery yet? A minor mistake can easily condoned by court or other.We general citizen fear to go to court for costing and lengthy periods. At the age of 70 after retirement I exhausted all saving money.Therefore sir please help me before death to remain in a legalised coop flat with your good machinery condoning a mistake in an affidavit declaring myself that I don't possess any coop.flat in regard to distribution of land on cooperative basis

The new policy should be to maximize employment There should be a single buying and selling system nationally. Policies should not change according to the states. The role of the state government should be removed from the co-operative administration. The intervention of the state government and politicians is high. So the central government should shift the co-operative sector to the central list.

Members should simplify admission. The bank account should be as simple as starting. Personal loans should not be subject to third party guarantees. Co-operative banks started for farmers and workers should be barred from joining external members in associations, housing etc. There is a lot of abuse going on.As well as increasing the practice of using agricultural loans for other reasons. Notes on how the loans were spent (seed, labor wages, fertilizer, machine rental), bills should be submitted to the banks. Be a little more careful when giving loans for agricultural reasons.

The New Cooperative Policy should create a foundation for rural business development ecology in the nation and states of the nation. It has to promote a green economy, sustainable development economy, blue economy, climate change, and macro human resource development the facilitating the business environment and training. In addition, the government must emphasise on implementation of business development institutions such as training, networks, and financial inclusions through cooperative businesses ecology supported by the state and central mechanism connected by the policy of employment of the country. Especially, I wish to bring the attention of the government to establish Regional Centres for Cooperative Development & Management equivalent to IIM so that the officials and office bearer get appropriate level of training for coooperative promoiion.
