भिखारियों और बेसहारा लोगों को कौशल विकास के लिए प्रशिक्षण प्रदान करना आवश्यक है जिससे वह अपनी ज़रूरतें पूरी कर सकें। इनमें से अधिकांश लोग अकुशल हैं और उनके पुनर्वास के लिए अन्य व्यवसायों में उन्हें प्रशिक्षण प्रदान करना एक चुनौतीपूर्ण कार्य है।

भिखारियों तथा बेसहारा लोगों में कौशल विकास कैसे किया जाए और उन्हें लाभकारी रोज़गार कैसे प्रदान किया जाए जिससे वे पुन: भिक्षावृत्‍ति की ओर उन्‍मुख न हो सकें?

When I was a small boy, a beggar used to come once a wk. He had assigned specific days for specific houses. He never used to receive anything until and unless he swept and cleaned the courtyard or compound of the house where he went for alms!!!! But many were reluctant to make him do the work just because his where-about were not known and because he was a nomad. Later on when I became a lawyer, he was seen at our place. We recognised each other.

Government can use them in swachh Bharat campaign & collect city wastage, start bio-mass powergenaration- ( Biomass energy is a renewable resource. The principal positive about biomass energy is that it creates power by utilizing renewable assets)sell power to city or village , pay to beggars--they are also happy, nation also happy

EmplOYEE chae wo police ho ya koi b uske against prompt action le nd ye aur b acha ho ki under cover ya civil agent waha ka local banda ya bandi ho bcs unse jada better unki city ko koi nai janta, ye choti cities m agar hoga tau automatic e big cities ya kahi b gov. various plan that has been made or that will b made will not b succesful if not implimended on the ground level or in the small cities bcs the government employees jo ki janta k lie appoint kie h jo jante h ki wo galat kar rahe h phr b nai darte kyuki they know koi unka kuch nai bigad paega bcs desh k lie ye karo wo karo sb bate bolne aur tv p h achi lagti h aur gar koi aam admi wana take action agnst the odd things unko dhamki milti h y phr galti nai hote hue b gov. Advise people to only give food to beggars. No money. Beggar rackets will then lose interest in this profession. Let beggars know that people will no longer give them money. So their only option is to get vocational training and then work as cleaners, soldiers, policemen, construction labour, factory labour, farmer, driver, etc.

First, we need to stop giving them money. If a begger does not get money then he or she will automatically look for other alternatives. They are not born as beggers, they obviously come from different places wanting to earn money and find begging in big cities the easiest way. Once that becomes difficult, they will try to do something in their own villages rather than moving into cities, which in turn will reduce homeless people, slums and dirt.
