यह चर्चा विषय ‘भारत में स्वास्थ्य प्रणालियां:मौजूदा निष्पादन और संभाव्यता के बीच की दूरी को कम करना’ शीर्षक से हमारी पहली चर्चा के सन्दर्भ अवं जारी रखने के लिए हैं । पहले चर्चा में इस विषय पर टिप्पणी की है जो दूसरों की समीक्षा करने के लिए, हमारे ब्लॉग पर उपलब्ध हैं ।

कैसे हम स्वास्थ्य के लिए वित्तीय संसाधनों में वृद्धि के माध्यम से स्वास्थ्य लाभ को अधिकतम करें?

11वीं योजना अवधि के अंत में स्वास्थ्य पर सार्वजनिक व्यय, जीडीपी का 1.04% था। इसके अतिरिक्त, स्वास्थ्य पर कुल व्यय का 70%, जेब से किया गया व्यय है। अध्ययनों से यह पता चला है कि भारत में स्वास्थ्य पर जेब से किए गए व्यय की वजह से गरीबी में संभवतः ग्रामीण क्षेत्रों में लगभग 3.6% और शहरी क्षेत्रों में 2.9% की वृद्धि हो रही है। भारत में सार्वजनिक स्वास्थ्य संबंधी व्यय तुलनीय देशों में सबसे कम व्यय करने वाले देशों की सूची में आता है। यह स्पष्ट है कि स्वास्थ्य के लिए और अधिक संसाधन जुटाने की जरूरत है। चूंकि स्वास्थ्य पर व्यय केवल केन्द्र सरकार के आबंटनों के माध्यम से ही होना जरूरी नहींहै, इसलिए अतिरिक्त निधियां जुटाने के लिए नए-नए तरीकों का भी पता लगाया जाना चाहिए। कृपया वर्किंग पेपर 2/2015 – स्वास्थ्य के लिए संसाधन बढ़ाना विषय पर विस्तृत पेपर देखें और स्वास्थ्य के लिए संसाधन बढ़ाने के अतिरिक्त तरीकों के संबंध में अपने सुझाव दें।

Low premium health insurance models could be introduced in a largely young population. Funding for healthcare should not rely on govt funds/subsidies as it might increase future entitlement burden like what has happened in US and Europe. Education about ayurvedic and home remedies should be provided as the first line of defence against minor ailments. For eg. garlic+turmeric+honey is very useful against viral infections as it is anti-viral as opposed to just symptom relieving store medicines.

Increase investment in health. Govt has to bring all stakeholders to common platform that Health is wealth. 1) Govt should increase GDP spending 2) Social Health insurance contribution from general public 3) Contribution from taxes collected.4) Let insurance company works on Preventive disease & treatment guidelines.5) Workers from unorganised sector to contribute into national insurance schemes 6) National insurance schemes to invest in developing effective n free hospitals.Pvt inv is no solton

The best way of Promotion of Information and Communication Technology systems in school and adult education is to allot all the possible allocable opportunities of learning and promoting to the privileged reservation categories and corrupt, selfish persons, like chaiwalas who fulfill their dreams "around the world" at the cost of nation's money, shot slogans of good doing to the poor.

PM Mr Narendra Modi has CONGRATULATED the successful students on BOARD EXAMINATION RESULTS, and CONSOLED the others stating TAKE FAILURE AS AN OPPORTUNITY, LAYS FOUNDATION FOR SUCCESS. But what about those DESERVING STUDENTS, WHO WERE LEFT BEHIND JUST FOR SAKE OF GREAT PRIVILEGED RESERVATION CATEGORIES, Resp. PM Mr NARENDRA MODI SIR what FOUNDATION should they consider. Resp. We always face a situation where the shopkeeper is unable to give the balance amount of small money due to non availability of ‘change’ and subsequently settling with some toffee or leaving the money at all. The magnitude of such ‘give-up’ is huge and unaccounted. If such ‘give-up’ money is transferred to individual’s adhaar linked bank account by a swiping machine held with the shopkeeper even after provisioning small % to shopkeeper, it will go a long way towards saving and accountability

Sir, 1.increase tax on addictives - tobacco products, alcohol, foods that harm - packaged food, high salt wafers, bottled sugary drinks and divert it for health care 2.FDI in medical equipment manufacturing in India in specific medical tech parks, if required with tax breaks as given for STPI's 3. allow the use of government hospitals / facilities for nominally paid private practice, especially evening OPD, charge nominal amounts from affordable patients for high end procedures / tests.
