The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Comments are invited from public on the proposed guidelines.

The guidelines should be simple And the awarding bodies should not depend on governments suggestions and recommandations of representatives and officials the awarding bodies should have the self nature and field surveyors to award people and citizens in different fields without bias. And there fore from the report based on field surveyors the awards should be presented.

Recognition programmes aren’t “one-size fits all”. When it comes to design, different types of rewards and recognition work best in different situations, depending on the strategic objectives of the organisation, culture, and characteristics of the person.

Dear PM Sir, as a social worker of india i have research on mentally handicapped persons i found that more than 85% young generation is going through mental illness for the seeking of job or failure any government job exam .our research is based in national mental health survey of india 2015-16 .Now our Question is why mental handicap person have no Quota on UNION PUBLIC SERVICE COMMISSION (UPSC).As they have all parts in their body but they getting more dippressed for the Quota of physically.

Single entity for all functions viz Awarding, Training and Assessment should be encouraged. Intra -organiz ation coordination is much easier than the inter- organization coordination. Training and Assessment on a qualification requires same knowledge. Awarding requires no specific or high level of knowledge. So there should not be resistance for a single entity for all three functions.

आदरणीय प्रधानमंत्री जी सादर चरण स्पर्श महोदय मेरा नाम शैलेन्द्र भदौरिया है और मै उत्तर प्रदेश के कानपुर नगर जिले का निवासी हूँ. किसी भी व्यक्ति को पुरस्कृत करने के पहले उसके अपने क्षेत्र मे किये कार्य का तो मूल्यांकन होना चाहिए साथ मे निम्न बातों को ध्यान देना चाहिए. 1.उस व्यक्ति द्वारा पर्यावरण के क्षेत्र किये गए कार्य का मूल्यांकन जो जरुरी शर्त होनी चाहिए. 2.सामाजिक क्षेत्र मे किये गए कार्य का मूल्यांकन. इसके आलावा पुरस्कार प्राप्त होने के उपरांत 1वर्ष तक सामाजिक भागीदारी जरूर होनी चाहिए
