Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

I would suggest there must be a fair way of valuing the goods that are being imported by the customs officers. Today, I have seen that a same item is being cleared at different ports at different prices, by means of misdeclaration of items. Even after meeting the customs officials and explaining them the reasons, they do not heed to the representations by the importer.

The process of application of SAD on imports must be removed. We block our money first by paying the SAD, and then pay commission to get the refund after submitting hordes of documents. This scheme is a invitation for the customs officials to indulge in corruption and make crores of rupees for the person processing the refund.

Sir, As an inspector of Central Excise I feel that the attitude towards uniform in the department is not good. Therefore I think either abolish the uniform or make it mandatory. 99.99% of time the officers don't wear uniform than why this is for? Please make it compulsory so that the officers start respecting this. There are many other benefits of the same. One more thing the department should be open towards departmental examination rather than seniority for promotions. Regards Ajay Sahu

Sir before improving the application firstly correct the officers who are running the process and do work at their please. A one case of inder international where the officers neglected all procedures laid down by govt of finance and still no action has been initiated against the said officers when the high Court of Punjab and haryana has confirmed in case no 10036/ 2016 the officers are wrong and importer is correct but still the same matter has been pushed to supreme Court for delaying releas.

Customs is like an Elephant before blind persons who describe each part in their own limited way. Limiting 10 MB space shows how non-serious is the Govt. on suggestions to improve Customs procedures. Un-natural policies imposed by Commerce Ministry and illiterate methods applied taxation policies are responsible for complicating customs processes. In 1977 Imp/Exp. Licences were abolished. But through duty exemption routes these were brought back & complicated customs process.
