Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

6) Export inspection council's website to validate a COO doesn't work, trade agreement concessions are not known widely - why can't forms with serial numbers be issued online with API access 7) Managing Licenses, their Credit/Debit amount/duty-credits...is a hassle...reconciliation of license is pain... We have more to discuss & absolutely look forward to partnering with Govt - we want to provide tech so it becomes phenomenally easier for SMEs to trade globally..let's Make for the World

(continued from Post1) 3) Build a repo of all doc required by customs, dgft, rules of origin...enable documentation without hassle 4) Get CCR (compliance), Duty Info, Drawback Info...over APIs/EDI - we can leverage intelligence and help importers/exporters/CHAs know what is required depending on their product form, fit and function - help in better compliance 5) Help exporter/importers identify new markets basis analysis of Customs Daily Lists of SB and BE

We are a startup focussed on simplifying the whole import export process...and need support to make the process completely hassle free 1) Interface of RES is amazingly unintuitive hence majority use paid 3rd party softwares to make Shipping Bill, BE - with API/EDI integration we can build a phenomenally simple automated interface to make BE/SB 2) Tracking updates for BE, SB, IGM...is a pain - we need to keep checking ICEGate again & again...can they be pushed via API - we can help.. (Post1)

Before the BJP government came in to power, the coal import was having different rates of custom duties due to which their was lot of delay to clear the cargo. Now with single rate of custom duty on coal imports, importers and custom department are very comfortable. I believe the same kind of single rate of custom duty should be applied on Import of all kinds of Iron & Steel Raw materials like Scrap, Rolling Materials, Billets and Ingots for ease of doing business in India.

I have travelled many times to London , uk and what difference i have noticed is our customs staff behaviour should be humble, courteous, guiding and helping especially to Senior citizens, women and children. i have experienced myself their attitudes were harsh, dictating words and no courtesy .most importance should be given security personnel , their attitude is bad, no humbleness. i found officials at Heathrow air port at london were courteous and helped us that too during our first visit,

Mostly Customs department is famous for bribes and exploiting passengers at ports. There should be clear policy & vigilance watch on the corrupt officers. There should be provision for special laws to punish the corrupt people in custom because custom department is directly representing our country at the ports.

Sir Our country is developing and more more import and exports is gapping and shortly we r in GST also.As we know clearing documents in customs is cumbersome. As we know all international business is happening 24x7 in manufacturing software etc . So our Govt department to cope with this and clear documents fast by working 24x7 in three shifts. So our growth multiples in business. Thanks

We r MSME,r recently we got one urgent cargo by Air , it got unloaded on Friday morning ,but due to sat sun holiday it is going to get cleared on Monday ,We will get it by surface transport after 2 more days ,can Customs office work all 7 days , rather minimum 16 hours x7 days ,as a effect we are likely to be imposed delayed delivery charge of 2 lac by our customer

The discretionary powers as regards clearance should be abolished completely and a straight purchase order of goods by government at 25% higher price should be made where goods are undervalued. The importer should be given option to clear the goods by paying custom at the estimated price with panalty or they should be given cheque for the cost(declared value) plus 25%. Negotiations should not be permitted. At least three officers be involved in such process. The entire corruption will vanish.

Ensuring that the Customs officials reach office and also START WORKING at 10 am everyday, strictly follow the lunch timings and leave office after completion of their portion of work. It is seen very commonly that officials report at 12 or even later and then not spending even 2 hours at work and yet leaving well before time! They don't care even if the next day is a public holiday or a Saturday this stranding the entire clearance process for another 3 days (till Monday).
