Bidhannagar has been selected by MoUD, GoI under Smart City Mission Phase-I 100 cities. In the next phase, Bidhannagar has to compete with 98 other cities from across the country to make it into the Top 20 cities which will be taken up for the first round of funding, for the financial year 2015-16.

Citizens and stakeholders of Bidhannagar are requested to post their views and suggestions on how to make Bidhannagar a Smart City. Citizens are requested to suggest innovative, sustainable and SMART solutions regarding services for under below area based strategies:

Vision: The Smart City has to be citizen centered, approach should be area based, there should be employment generation and overall it addresses many aspirations of the citizens.

Goals: To drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. Area-based development will transform existing areas (retrofit and redevelop), including slums, into better planned ones, thereby improving liveability of the whole City. New areas (greenfield) will be developed around cities in order to accommodate the expanding population in urban areas. Application of Smart Solutions will enable cities to use technology, information and data to improve infrastructure and services.

1. PAN City Initiative : Selection of a service by citizen for implementation of that service on entire city
2. Area Based Development: Selection of specified area rather than entire city based on three models:

a. Retrofitting: (Planning and improvement of infrastructure in an existing City built-up area of at least 500 acre)
b. Redevelopment: (Replacement of existing built-up area and co-creation of new layout with enhanced infrastructure within minimum 50 acre of area)
c. Greenfield: (Planning and development of all and entire infrastructure required for a city on at least 250 acre area Green/Open/unused land adjacent to current city limit. Land can be acquired by land pooling on PPP) based on viability

Surprisingly, no one's talking about the Transportation. In my opinion, the basics of transportation needs to be redefined. Kolkata in my opinion has one of the worst traffic management among all the urban areas of the world. 1) Lane driving with marking and very strict enforcement 2) Hawker free footpaths for pedestrians, and roads only for traffic 3) All traffic rules including rotary access and crossing strictly enforced 4) No Honking. Blowing horns should be severely penalized.
