India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

I welcome the proposal to recognise address identifiers and digital addresses as part of national digital public infrastructure. India’s current address system is fragmented and inconsistent across regions and languages, and this reform can significantly improve service delivery, emergency response, and inclusion, especially for rural and informal settlements

Sir, Digitalized hone ke baad post office ke kaam or bhi asan ho gayi hai,lekin abhi bhi brodband slow hai,hamsha post office pe jake ek hi baad sunai deti hai ke Internet Link nehi hai,kaam nehi hoga,baad pe aao yea kaal parsu aao. सर जी, आजादी के बाद यह देखा गया है कि जिस व्यक्ति पर खाने तक को पैसा नहीं था,मजदूरी करते थे,किसी प्रकार अधिकारी या राजनेता बन गए उनमें से अधिकतर लोगों ने भ्रष्टाचार करके इतना धन एकत्र कर लिया जैसे वह खानदानी राजे महाराजे हों, बड़े नेता समझते हैं कि इनका वोट बैंक है,किंतु इनका कोई वोट बैंक नहीं होता बड़े व पार्टी के आधार पर जीतते हैं,बिना पार्टी के ये अपनी जमानत भी नहीं बचा सकते,कुछ तो 2 हजार वोट भी अपने दम पर नहीं ला सकते, जैसे आपके नाम पर लोग जीत रहे हैं, आप जिसपर हाथ रख दोगे वही नेता बन जायेगा।

The proposed amendments to the Post Office Act, 2023 establish a clear and timely legal framework for treating address information as digital public infrastructure. Defining address identifiers, Address Service Providers and Authorized Address Validation Agencies brings clarity and certainty to the DHRUVA ecosystem. The strong emphasis on user consent, privacy-by-design and alignment with the Digital Personal Data Protection Act, 2023 is a key strength. The role of a Network Administrator for governance and standard-setting improves accountability and interoperability. Separation of generation, validation and oversight functions reduces misuse, while the civil, proportionate penalty framework reflects a modern, business-friendly regulatory approach. Overall, the amendments balance innovation, data protection and public interest, with potential to improve service delivery and inclusion across India.
